(Job #531755) Administrator I, Associate Director of Articulation & Evaluation, Hiring Range: $3,750 - $11,146 monthly. Appointments are typically made at the beginning of the salary range. Salary is commensurate with qualifications and experience. This is a full-time, benefited, exempt, 12-month pay plan permanent position in Office of the Registrar. This position is an Administrator I in the California State University Management Personnel Plan (MPP). Under this plan, incumbents are subject to normal management reviews and serve at the pleasure of the University President. Position Summary:

We are seeking an exceptional individual to join our team as the Associate Director of Articulation & Evaluations (Administrator I).

Reporting to the University Registrar, the incumbent is responsible for the strategy, quality assurance, planning and organization of activities related to the determination of admissions eligibility (evaluation of academic records), articulation agreements, and related student services and systems (workshops, degree audit, planner, new student registration activities).  Recruit, hire, train & evaluate a team of five staff responsible for articulation, transfer credit, determination of admissions eligibility (evaluations) and related student services. Serve as the Campus Articulation Officer, building a comprehensive network of community college partners and campus discipline faculty to establish sustainable articulation agreements and pathways.

As a leader in the Office of the Registrar department and within the division of Enrollment Management & Student Success (EMSS), advise the University Registrar and enrollment management leadership in the areas of responsibility, making recommendations and providing assessment of impacts. The Associate Director participates in the development and implementation of complex policies and procedures to strengthen infrastructure, take a streamlined approach, and ensure proper alignment of resources.

Key Responsibilities:

LEADERSHIP, COLLABORATION & STRATEGIC PLANNING - 35%

  • As a strategic partner, recommends, creates, and implements long and short term strategic goals and operational plans broadly within the Office of the Registrar and beyond.
  • Manages and handles all appropriate personnel matters of recruiting, hiring, training and evaluating all direct reports (five staff). Facilitates an environment that motivates, empowers, and inspires commitment from employees. Lead the team to ensure that all service provided to students is high quality and timely.
  • Represent the campus at meetings and committees at local, system wide, regional and state level on appropriate topics.
  • Maintain compliance with and in depth knowledge of campus policies, CSU & title 5 regulations of the State of California.
  • The Associate Director addresses sensitive and escalated situations on topics that may be highly sensitive or political in nature, involving complex policy and regulations (admissions requirements, appeals, residency, impaction, etc.). Support students and stakeholders with tact, equity and diplomacy in understanding university processes and available options.
  • Serve as Acting University Registrar/acting department administrator in the absence of the University Registrar

 

ARTICULATION & TRANSFER CREDIT - 30%

  • As the campus articulation officer, advocate and act as ombudsperson between colleges and faculty, advising staff, administration, articulation officers (AOs), prospective and continuing students and families in regards to transfer articulation agreements.
  • The Articulation Officer (AO) position is responsible for researching, developing, analyzing, and implementing articulation and evaluation business practices which Impact the campus as a whole and our partnerships with other institutions.
  • Coordinate the review and updates to curriculum changes across all of the California Community Colleges
  • Publish articulation agreements on ASSIST.org verifying accuracy and currency
  • Review and analyze campus curriculum changes as they relate to course-to-course transfer articulation. Work closely with faculty to resolve issues.
  • Communicate with Articulation Officers and faculty across California (100+ community colleges, CSUs & UCs),
  • monitor the California lntersegmental Articulation Council (CIAC) listserv and participating as the representative for Humboldt, in partnership with the Transfer Articulation Specialist
  • Participate in CSU AO conference calls to discuss system-wide issues.
  • Participate in relevant curriculum committees
  • Maintain consistency and compliance for transfer credit and credit for prior learning, including credit by exam

 EVALUATIONS & STUDENT SERVICES - 30%

  • Operationalize concurrent enrollment pathways (CEP) by building processes and training appropriate staff
  • The incumbent trains, supervises, and determines the goals and expectations of the team which is responsible for reviewing applications for university admission, including: the evaluation of academic records (transcripts, tests); awarding transfer credit for new and continuing students in the degree audit system (uAchieve); coordination of appeal of denial processes; Coordination of reinstatement committee and processes; residency reviews; final transcript review;
  • Maintains knowledge of industry best practices and works collaboratively with department leadership to maximize resources and uphold the security and privacy of student records pursuant to the FERPA and NCAA regulations.
  • In collaboration with the Strategic Student Communications team, develops and maintains messaging and a communication plan for admission decisions, transfer credit and related services that affect internal and external stakeholders.
  • Improve workflow processes related to application evaluation and pre-matriculation processing via ongoing training, developments, and enhancements within our various systems: College Source products, Content 7, Slate, PeopleSoft, etc.
  • Communicate with ITS and vendors as needed to resolve issues, setup and configure the systems, test changes and upgrades, and support batch/reporting needs across campus.
  • Planning & participation in outreach & yield events (may take place in the evenings or on weekends).

  • Ability to exercise good judgment and discretion, particularly in matters relative to sensitive or confidential student records, personnel, or organizational matters.

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university
  • at least seven years of progressively responsible work experience in higher education related to admissions, records &/or enrollment management, with increasing responsibilities in leadership and complexity of duties,
  • including a minimum of four years of progressively responsible lead experience within a college/university

Preferred Qualifications:

  • Master's degree in a related field from an accredited college or university
  • Familiarity with Oracle PeopleSoft Campus Solutions (CS)
  • Ability to interpret Title 5, and CSU Executive Orders and coded memos, and university policies and procedures.
  • Experience with ASSIST.org, CollegeSource's uAchieve and/or Transfer Evaluation System (TES).
  • Experience with California statewide transfer curricula, e.g. Transfer Model Curricula (TMC) regulations, Associate Degrees for Transfer (ADTs).
  • Demonstrated knowledge of counseling/advising techniques and the standards and practices of student services within institutions of higher education
