As the Associate Director of Human Resources, you will oversee recruitment, onboarding, training, performance management, employee relations, and a variety of special projects. You will serve as a subject matter expert to other members of the Human Resources (HR) department and provide enterprise-wide support for APIC and its subsidiaries. This position reports to the Senior Director of HR & Talent Development.

Job Summary:

The Associate Director, Human Resources is responsible for the management, oversight and execution of several key HR functions to include: Recruitment, On-Boarding, Training, Performance Management, employee relations, and a variety of special projects. Develops and maintains up-to-date department, standard operating procedures, and documentation for areas of responsibility. Position serves as a subject matter expert to other members of the HR Department. The Associate Director, Human Resources provides enterprise-wide support for APIC and its subsidiaries. The Associate Director, Human Resources has budget oversight and responsibility. This position also provides back-up for other HR positions and Operations as needed.

The Associate Director, Human Resources is expected to perform the duties and responsibilities with exceptional attention to detail and confidentiality. The ability to exercise good judgment in a variety of situations, strong written and verbal communication, organizational skills, and the ability to maintain a realistic balance among multiple priorities is also needed. The Associate Director, Human Resources must be able to work under pressure to handle a wide variety of activities, meet strict deadlines, and respond to inquiries within a timely manner. This position has high visibility and significant interaction with staff, outside consultants, and vendors. This position supports the goals and mission of APIC.

Major Duties and Responsibilities:

Recruitment (40%)

  • Works with HR leadership to streamline and manage the overall recruitment process for APIC and it’s subsidiaries
  • Manages and serves as the primary liaison with all APIC 3rd Party recruitment vendors and temporary agencies
  • Prepares and manages overall budgeting and fiscal management of recruitment
  • Develops new recruitment strategies to meet the overall needs of the association.
  • Oversees and executes APIC’s internal job postings and talent requisitions in the associations HRIS system and coordinates with 3rd party recruitment vendors to coordinate in-take calls with hiring managers
  • Manages and creates recruitment ads and across all APIC’s recruitment websites and social medial platforms (in conjunction with Communications Department)
  • Manages and administers APIC’s pre-employment assessment program
  • Maintains HR’s recruitment calendar and coordinates interview with hiring managers, interview panels, and senior leadership
  • Prepares offer letters and employment agreements
  • Recruits positions up to the Senior Manager level as needed
    • Serves as primary recruiter for APIC Consulting for positions
    • Works with 3rd Party Recruitment provider as directed by HR leadership to fill open positions as APIC Consulting
    • Conducts background checks as directed
  • Ensure timely processing and payment of recruitment invoices into APIC’s automated AP system
  • Analyzes recruitment costs and seeks out cost containment measures.
    • Ensures all associated recruitment costs associated with talent requisitions are entered into APIC’s HRIS system
  • Works with HR leadership to ensure APIC’s recruitment process is free from bias and aligns with the associations DEI guidelines/goals

Onboarding & Training (25%)

  • Manages all aspects of on-boarding and training
  • Manages and coordinates on-boarding process for all new hires
  • Conducts on-boarding with all new hires in respective areas of responsibility
  • Works to ensure APIC complete required annual training in the areas of harassment and DEI and training is compliant with all applicable Federal, State, and Local laws/requirements
  • Conducts all exit interviews, analyze data and report findings to HR leadership.

General Human Resources Responsibilities (20%)

  • Handles all employee relations matters for staff to the Manager level to include general counseling, performance improvement plans, disciplinary actions, terminations, and separation agreements.
  • Manages and administers APIC’s Recognition Program
  • Assists HR leadership with employee relations for Director and above level positions
  • Provides budget input for respective areas to leadership
  • Ensures SOP’s and Guidelines for respective areas are up to date
  • Completes specials projects as needed
  • Serves as a backup to other members of the HR and Facilities Department as needed
  • Serves as primary back-up for payroll and benefits and completes quarterly training/processing to ensure skillset is up to date

Performance management (15%)

  • Manage all aspects of APIC’s Performance Management program
  • Develops and recommends updates to APIC’s Performance Management System
  • Provides budget input for respective areas to leadership
  • Conducts new hire orientation and general training in respective areas of responsibilities
  • Ensures SOP’s and Guidelines for respective areas are up to date
  • Completes specials projects as needed
  • Serves as a backup to other members of the HR and Facilities Department as needed



Knowledge and Skills required for the position:

Education/Experience:

  • Bachelor's degree in HR or related business field or equivalent years of experience
  • 7-10 years of progressive HR experience
  • Minimum 7 years of progressively responsible experience in leadership positions
  • SPHR, SHRM-SCP and CAE certification preferred but not required
  • Background in a healthcare setting a plus

Knowledge, Skills, and Abilities:

  • Ability to navigate & provide guidance on a variety of employee relation issues.
  • Advanced knowledge of Federal labor law.
  • Strong familiarity with ADP HRIS system or similar system.
  • General understanding of budgetary processes and responsibility.
  • Advanced knowledge and proficiency with Microsoft Office products (Outlook, PowerPoint, Word, Excel, SharePoint) and database management systems.
  • Proven ability to complete projects according to outlined scope, budget, and timeline.
  • Proven ability to solve problems creatively.
  • Exceptional organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
  • Demonstrated proactive approaches to problem-solving with strong decision-making capability.
  • Self-management: Sets well-defined and realistic goals; takes initiative, monitors progress, and is motivated to achieve; manages own time and is able to successfully juggle multiple and/or competing priorities in an efficient and effective manner.

Travel:

  • Position will require approximately up to 5% travel including weeknights and weekends.

TELEWORK ELIGIABILITY:

  • Position is available for APIC’s Telework Program
    1. Local candidates (live within 75 miles of our HQ in Arlington, VA and have a legal residence in DC, MD or VA) will be hybrid – 2I’ or 3 days onsite per week.
    2. Remote candidates will need to be available to travel to our HQ in Arlington, VA for regular meetings and other events as required.

Physical Requirements:

Performs primarily sedentary work with limited physical exertion and occasional lifting of up to 10 lbs. Must be capable of climbing/descending stairs in emergency situations. Must be able to operate routine office equipment including CRTs, PCs, telephones, copiers, facsimiles and calculators. Must be able to routinely perform work on computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours whenever required or requested by management. Must be capable of regular, reliable, and timely attendance.

Working Conditions:

Must be able to routinely perform work indoors in climate-controlled shared work area with minimal noise.

Mental and/or Emotional Requirements:

Must be able to perform job functions independently or with limited supervision and work effectively either on own or as part of a team. Must be able to read and carry out various written instructions and follow verbal instructions. Must be able to speak clearly and deliver information in a logical and understandable sequence. Must be capable of dealing calmly and professionally with numerous different personalities from diverse cultures at various levels within and outside the organization. Demonstrate highest levels of member service and discretion when dealing with the public. Must be able to perform responsibilities with composure under the stress of deadlines/requirements for extreme accuracy and quality and/or fast pace.

Must be able to effectively handle multiple, simultaneous, and changing priorities. Must be capable of exercising highest level of discretion on both internal and external confidential matters.
