Bachelor’s degree in a relevant area and seven (7) years of appropriate experience. Relevant experience may substitute for required education.
Five years of command experience
Possession of Tennessee P.O.S.T. certification or be eligible for transition as described in Tennessee P.O.S.T. rule 1110-02-.03 6(b)
Possession of or ability to obtain an appropriate, valid Tennessee driver’s’ license or obtain within thirty (30) days of hire
Possession or ability to obtain a certification of training for Law Enforcement Management and Administration (LEMA) per Tennessee P.O.S.T. rule 1110-04-.09 (6) within 6 months of hire
Ability to pass a pre-employment background check, physical and psychological examination
Special Conditions
Initial screening will begin Friday January 5, 2024 and will occur each Friday until filled.

8:00 a.m. – 4:30 p.m.
May need to work/travel beyond normal work schedule

Oversees Police Services
Knowledge, Skills, and Abilities
Thorough knowledge of police administration principles and practices, techniques of management and supervision, pertinent laws and ordinances, and Departmental policy and procedures.
Ability to provide leadership, counsel, motivation, and constructive performance reviews to staff, securing their respective commitments to the Police Services Department’s goals.
Ability to employ team-building approaches with employees and campus partners. Ability to perform duties with significant independence and initiative. Open to change and innovation.
Ability to communicate clearly and concisely, both orally and in writing, and in a manner which gains support for ideas, minimizes conflict, and promotes productivity. Basic knowledge of the Department’s budgetary process.
Ability to analyze problems and effect solutions, prepare and analyze comprehensive Major reports, and carry out assigned projects to completion.
Organize, set priorities, and exercise sound independent judgment within areas of responsibility.
Additional Position Information
The Assistant Vice President, Campus Safety and Security is the university’s most senior executive accountable for the development and oversight of strategies relating to the protection of people and property. In cooperation with the organization’s executive leadership team(s), directs the development of an effective strategy to safeguard the university. The AVP directs staff in identifying, developing, implementing, and maintaining security processes, practices, and policies throughout the organization to reduce risks, respond to incidents, and limit exposure and liability. The AVP maintains relationships with high-level officials in law enforcement to include, local, state, national and international agencies and private sector counterparts.

Job Duties

Duties & Responsibilities
Oversees administration for all Police Services activities, ensuring compliance with all applicable federal and state laws and audit responses while adhering to all University policies and procedures. Reviews crime statistics for the University and reports them to the TN Bureau of Investigation via (TBIRS) and Department of Education (Clery Act) in partnership with the Chief of Police. Provides follow-up information of incidents and crimes to the Executive Director of Safety, Business Continuity and Risk Management and the university executive team. Prepares RFPs or RFQs and participates in the procurement process as necessary for police and Security services and equipment. Reviews, updates, and makes recommendations for Safety and Security policies.

Conducts research on future Safety and Security needs with respect to the University’s environment to develop long-term Strategic Plans and short-term Action Plans to respond to emerging safety concerns. Estimates necessary staffing and additional resources required for near-term/ad-hoc projects and for long-term/permanent programs.

Provides strategic leadership and direction to police services to ensure a safe, secure, and orderly environment for members of the campus community and visitors.
Ensures Police Services practices and objectives are aligned with the University’s mission, vision, and strategic plan.
Develops and implements departmental policies, procedures, and guidelines.
Establishes goals and objectives for the department and ensure they are met.
Manages the department’s budget and allocate resources effectively.
Fosters a positive organizational culture and promote teamwork and collaboration.

Law Enforcement and Public Safety:
Ensures the enforcement of laws and regulations within the jurisdiction.
Develops and implements crime prevention strategies and community policing initiatives.
Coordinates and collaborates with other law enforcement agencies and community organizations.
Maintains effective relationships with local government officials, community leaders, and the public.
Responds to emergencies and critical incidents, and provide leadership during crisis situations.

Personnel Management:
Oversees the recruitment, hiring, and training of police officers and police services’ staff.
Establishes performance standards and conduct regular evaluations.
Provides guidance, mentoring, and professional development opportunities for department personnel.
Enforces disciplinary actions when necessary and promote a culture of accountability.
Promotes equity and inclusion within the department.

Duties & Responsibilities
Policy Development and Implementation:
Stays informed of emerging trends, best practices, and changes in laws related to law enforcement.
Develops and updates departmental policies and procedures to ensure compliance with applicable laws and regulations.
Monitors and analyzes crime data and other relevant information to identify areas for improvement and develop effective strategies.

Community Engagement:
Fosters positive relationships with the community through outreach programs and engagement initiatives.
Attends community meetings, events, and forums to address concerns and build trust.
Collaborates with community organizations, schools, and businesses to promote public Safety and crime prevention.
Acts as a liaison between the police department and community stakeholders.

Public Relations and Media Management:
Serves as the spokesperson for police services and effectively communicates with the media.
In collaboration with the Sr. VP of Marketing and Communications, manages public relations efforts and address public inquiries or concerns.
Provides accurate and timely information to the media and the public during critical incidents or emergencies.
Represents police services in meetings, conferences, and public events.
