This position is in the Public Works Department and works under the general direction of the Transportation Engineering Manager, P.E., AICP.
As a key member of the team, you will work on exciting multimodal initiatives with staff in various departments and outside agencies including, but not limited to, Public Works, Transit, Planning, Public Safety, University of North Carolina at Chapel Hill, Town of Carrboro, and NCDOT.
The division manages through the on-site Traffic Management Center ~150 signalized locations within the Town of Chapel Hill and the Town of Carrboro. This position is part of the Town's Vision Zero Task Force, Crash Response Team, and Bike and Ped Team.
The primary focus of this position is related to the traffic signal engineering and maintenance, traffic calming, and Vision Zero Goals. The division also manages signs and pavement markings primarily along town-maintained streets.
The department is open to modifying the assigned responsibilities based on the skillset, experience level, and interests of the new Assistant Transportation Engineer. This position offers flexible work hours and arrangements, and future career opportunities with the Town of Chapel Hill.

Manages and coordinates the operation, adjustment, and maintenance of the computerized traffic signal system serving Chapel Hill, Carrboro, and the University of North Carolina at Chapel Hill.
Prepares, implements, evaluates, and modifies traffic signal timing plans and progression programs.
Supervises traffic signal system staff, develops and implements training, and monitors the work of employees to ensure compliance with standards and safety regulations.
Reviews traffic signal plans for intersection geometrics, signal and sign placements, and pavement markings.
Provides investigative, engineering, and analytical assistance in preparing and presenting technical reports.
Coordinates staff resources for special event transportation management.
Assists in budget development, makes recommendations for budget changes and monitors expenditures.
Performs other duties as required.
SUPERVISION EXERCISED
The position manages and monitors work performance of traffic signal system staff. Negotiable based on mutual interest at time of hire.
PHYSICAL DEMANDS
The work is typically performed while sitting at a desk or table, with intermittent field work, walking, standing, stooping, and exposure to heights. The employee uses equipment requiring a high degree of dexterity.
WORK ENVIRONMENT
Work is typically performed in an office with routine field site visits.

KNOWLEDGE OF:
- NCDOT's standard specifications and the Manual on Uniform Traffic Control Devices
- Traffic signal timing software and other traffic modeling systems
- Intersection safety for all modes of transportation
- Applicable state and federal regulations

A Bachelor's Degree in Civil Engineering with emphasis in Transportation Engineering or related field or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities to perform the duties.
EXPERIENCE
All levels of experience encouraged to apply including entry level. Experience level is a consideration in salary negotiation.
CERTIFICATION
Path to PE License.
Possession of a valid NC Driver's License.
