- The PSO Assistant Superintendent will work to serve as the District leader and mediator between auditors and departments in order to maintain the professional integrity of the District. This position will be responsible for four main areas of oversight: (1) District Hotline Management and Reporting. (2) PSO Investigations and Review, (3) Compliance, (4) Equal Opportunity, Title VII, and Title IX.
- Direct and implement the planning, organization, and management of the District's investigation plans to detect and prevent unethical practices, organizational waste, and abuse of District funds and resources.
- Work to identify all organization processes that support the District's effort to promote integrity, compliance, and quality of all organizational operations.
- Regularly review PSO appending and reports of investigations published by PSO.
- Oversee District investigations and compliance, ensuring PSO employees conduct impartial, unbiased investigations into various subject areas such as employee misconduct, Title VII, Title IX, EEO, M/WBE, and E-Rate.
- Manage day-to-day tasks associated with the operations of EO and Title VII including the status of investigations and providing guidance and support to all equal opportunity matters including civil rights issues, Title VII, and other federal and state anti-discrimination laws.
- Provide training to District employees regarding District policy and procedures as well as PSO internal processes and procedures while ensure PSO is up to date on required and otherwise beneficial training.
- Regularly consult with internal District departments like Legal Services, HCM, and also with external legal counsel; Notifies District Leadership of concerns regarding control systems meant to prevent or address risks and violations of legal guidelines and internal policies.
- Serve on special task forces and attend requisite meetings; giving annual or biannual presentations to District leadership and stakeholders.
- Work on quarterly, biannual, and annual special projects which may involve hiring vendors, setting the scope of work, monitoring work done, and making recommendations to project stakeholders
- Maintains and oversees District data related to Hotline, Investigations, and Compliance; Ensures PSO employees observe and administer appropriate action upon receipt of Hotline reports; Assigns to appropriate parties including both internal review by PSO and external review (campus administrators, Mental Health Services, HCM, Legal Services, Title IX Office, Law Enforcement, CPS, etc.).
- Ensure the District has adequate procedures for resolving complaints under including notification, investigation, and disposition of complaints; Makes recommendations regarding updates or potential improvements to policies and procedures to improve District oversight and compliance with both District policy and state and federal laws.
- Required Bachelor's Degree from accredited university in Business Administration, Criminal Justice, Human Resources or a directly related business field.
- Preferred Master's degree from accredited university.
- Preferred Certified Fraud Examiner (CFE), Registered Texas School Business Administrator (RTSBA) or Computer Forensics/Data Analytics.
- Required 10 years of administrative investigative, internal audit, and compliance experience.
- Required 5 years of supervisory experience, may include managing projects and/or teams.
- Demonstrated knowledge of the techniques, methods and procedures used in gathering evidence and conducting investigations.
- Ability to demonstrate a strategic, consultative approach to resolving issues within PSO.
- Proven ability to present a positive image for the District, maintain a professional demeanor, provide effective customer service, and make good decisions.
- Demonstrated strong organizational, communication, and interpersonal skills required to achieve the goals of the position.
- Ability to safeguard sensitive and confidential information from intentional or unintentional disclosure.
- Ability to recognize and coordinate multiple tasks and to work under time pressure to meet deadlines.
- Demonstrated ability to communicate and interact effectively with a wide variety of District personnel and the public.
