Job description

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 16,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled and mentally ill, and helping poor North Carolinians achieve economic independence. The Talent Acquisition Analyst is responsible for metrics/data efforts associated with Talent Acquisition. This role will collaborate with designated client groups and other key internal and external stakeholders to implement and administer strategies, programs, policies, and technologies in support of recruitment activities. This position is responsible for managing the applicant tracking system (ATS) as well as other technology-based recruitment tools used for recruitment and recruitment metrics (Smart Sheet, LinkedIn, Facebook, and other proprietary software).

Job responsibilities include the following:

  • Work within Talent Management team and DHHS leadership to execute and sustain the DHHS Talent Acquisition strategy.

  • Provide policy interpretation/guidance and technical support for Applicant Tracking Systems (ATS) and HRIS technologies.

  • Ensure full Applicant Tracking system utilization, required data, and metrics are gathered and reported in a timely manner.

  • Preparing reports for the management stating trends, patterns, and predictions using relevant data.

  • Collaborate with other departments or teams, understanding their needs, and providing them with relevant data insights.

  • Occasional travel required, including overnight.

The salary grade for this position is NC15 State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Demonstrated experience tracking recruiting metrics (e.g. Time-to-fill and cost-per-hire).

  • Demonstrated experience maintaining databases.

  • Excellent verbal and written communication skills.

  • Documented knowledge and experience with recruitment procedures.

  • Ability to work both independently and collaboratively.

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required;
or
High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources;
or
equivalent combination or education and experience.
