Position Summary
Toledo seeks an individual passionate about equitable community development to join its staff as Assistant Program Officer (APO). The APO will manage the Family and Wealth Building (FIWB) strategy for Toledo, with the support of the Program Assistant, to strengthen the Financial Opportunity Center (FOC) network, including workforce development programming. In addition, duties include effectively assisting and coordinating with the LISC National teams and programs to leverage resources and opportunities to enhance local priorities. The APO will also assist with other programmatic efforts, as needed, related to LISC's comprehensive community development approach.
Responsibilities
Under supervision of the Executive Director, the Assistant Program Officer will:
o Manage with the support of the Program Assistant the Financial Opportunity Center (FOC) network in Toledo, including developing and maintaining working knowledge of the various community partners and stakeholders connected to FOC programs, driving program enhancements, and supporting funding proposals, contracts, and reporting to carry out the FIWB strategy.
o Support and manage funder relationships with financial and philanthropic institutions investing in FIWB initiatives.
o Coordinate asset building initiatives - Toledo YR 16, Core City, and the VITA Free Tax Prep programs - with the LISC Toledo team, program partners, and consultants to carry out the program strategy, including overseeing strategic activities, coordinating with program partners to achieve objectives, identifying challenges and innovations to adapt the program strategy, as needed.
o Oversee grants and contract management, reporting, and compliance with the support of the Program Assistant to write, disburse, manage, and monitor grants and agreements for FOC investments.
o Develop and facilitate training and 1:1 technical assistance to FOC network partners that strengthen the service delivery of the program. Utilize program data tracking software and the best practices related to the operations of FOCs to improve organizational and financial management of the partners.
o Strengthen FOC Bridges to Career Opportunities (BCO)/workforce program connections with the FOC network and strategic employer-partners.
o Strengthen the FIWB strategy through leadership, support, and facilitation with strategic workforce partners including Lucas County, Ohio Means Jobs, Regional Growth Partnership, and the Toledo Regional Chamber of Commerce.
o Sustain and enhance the local FIWB strategy and FOC model to be consistent with National LISC and replication across the Toledo network.
o Coordinate with LISC's National Director of Family Income and Wealth Building to elevate innovation in the field that is impactful to the community.
o Perform administrative, special projects, and other related duties as requested.
Qualifications
Minimum
o Bachelor's degree from an accredited college or university in related field or relevant related experience with government grant management, administration, and compliance.
o Familiarity with Toledo's financial stability issues, workforce development programs, and housing and economic development challenges.
o Providing leadership and collaboration to build consensus among different constituencies.
o Strong organizational development and community skills.
o Strong oral and written communication skills, including experience speaking publicly in diverse forums.
o High degree of organization and attention to detail.
o Experience in providing training and technical assistance to non-profit organizations.
o Ability to work well in a team setting with a high degree of initiative and resourcefulness.
o Highly motivated individual with a demonstrable commitment to the field of community development.
o Flexibility and poise in dealing with a very diverse range of individuals and organizations, including but not limited to community development organizations, public agencies, philanthropy, institutions, and lenders.
o Ability to travel locally to participate in community meetings.
o Proficient with Microsoft Office Suite of programs, Efforts to Outcome software and Internet research.
o Candidate must also have the capacity to learn and navigate new software required for all LISC employees and for specific program initiatives.
o Candidate will be expected to attain a Results-Based Accountability (RBA) Certification and IRS VITA Advanced Volunteer Certification within one year of hire per funder requirement.
Preferred:
  • Two (2) years of experience in community development and neighborhood building.
  • Grant management and administration.
  • Working knowledge of the economic, political, and social environments of the Toledo metropolitan area, especially low-income neighborhoods, to include community economic development, business development ecosystem, and workforce programming.
