Job Description Summary:
WESTECH’s Assistant Program Manager (APM) for the U.S. Army’s Enhanced Army Global Logistics Enterprise (EAGLE) Logistics Support Services contract at Schofield Barracks, HI (SBHI) will manage the activities of the Project Management Office to ensure financial and contract obligations are met. The Assistant Program Manager is able to fill the crucial role of backup to the Project Manager for WESTECH’s team managing the SBHI contract. In the absence of the Program Manager the APM will step into the Program Manager position to seamlessly ensure customer requirements are effectively and efficiently met within specified cost and schedule constraints.
Key Responsibilities:
- Lead and manage the Business Office functions, including payroll processing, invoicing procedures, and purchasing protocols.
- Collaborate with finance and accounting teams to ensure accurate financial tracking and adherence to budget constraints.
- Act as the primary point of contact between the customer and WESTECH when the Program Manager is unavailable.
- In the absence of the Program Manager, assume complete authority to act on behalf of WESTECH to manage the contract.
General Duties:
- Implement streamlined processes to enhance the efficiency of day-to-day business operations.
- Monitor financial transactions related to the contract, including invoicing, payroll, and purchasing.
- Conduct regular financial analyses to identify cost-saving opportunities and improve resource allocation.
- Oversee the creation of timely and accurate reports on contract cost, financial performance, and operational status.
- Conduct regular analyses of operational data to identify trends, areas for improvement, and opportunities for optimization.
- Assist in managing and maintaining training and certification requirements for staff.
- Participate in regular meetings with the customer to understand current and upcoming requirements and potential schedule conflicts.
- Ensure adequate resources for maintenance, supply, and transportation needs.
- Ensure WESTECH's responses to both customer and internally generated requirements are timely and comprehensive.
Minimum Requirements:
- Fifteen (15) years of management experience in Army logistics operations.
- Experience in financial management for efficient budgeting, resource allocation, and financial oversight.
- Management experience in retail-level supply, maintenance, and asset management.
- Experience negotiating Collective Bargaining Agreements (CBAs) with unions is a plus.
- Must hold US Citizenship.
- Hold an active DoD Secret Clearance or be eligible to obtain a Secret Clearance.
- Fluent in reading and writing English.
