Job Description
PRIMARY FUNCTIONS:
- Develops and maintains facility objectives and standards with National's input/agreement.
- Initiates and assists in developing, implementing, and coordinating facility and departmental policies and procedures.
- Appoints with the approval of the governing body, medical nursing, and other professional staff. Appoints, in writing, a responsible person to act in his/her absence.
- Interprets and communicates policies and procedures to personnel, residents, visitors, family members, etc. as necessary.
- Reviews, amends and maintains facility policies, procedures, manuals, position descriptions, etc. at least annually and initiates changes.
- Perform administrative requirements such as completing necessary reports, etc., and submitting to the appropriate party as required. Maintains necessary records, i.e., scheduling, hiring, firing, weekly time records, workers' compensation, OSHA log, safety committee meetings, emergency procedures, physical plant inspections, Medicaid, Medicare, OBRA, licensure, surveys, and Health Department regulations.
- Develops an organizational structure to assure responsibility and accountability.
- Plans, develops, organizes, implements, evaluates, and directs all departments.
- Meets with Resident Council and other resident committees to ensure that facility departments, programs, and activities meet the needs of the residents and can be maintained properly.
- Ensures that programs designed for in-service education, on-the-job training, special training, and orientation for new hires meet facility expectations. Ensures the maintenance of appropriate record-keeping meeting all applicable rules and laws. Assists in the recruitment, selection, and training of facility personnel.
- Hold regular meetings with facility personnel and supervisors to solicit input on the operation of the facility, to identify and correct problems, and to improve facility services.
- Conduct periodic reviews of facility staffing and make appropriate recommendations to the governing body regarding staffing increases or decreases.
- Oversees the annual employee evaluation process for all facility staff and makes decisions concerning wage and salary adjustments, hiring, firing, suspension, and leave of absence.
- Participates in departmental studies and projects that may become necessary.
- Assists in setting standards for facility personnel.
- Delegates authority, responsibility, and accountability to department heads and supervisors as appropriate.
- Makes recommendations regarding supply and equipment needs for the facility.
- Reviews department schedules, shift routines, work assignments, and staffing needs. Assists in standardizing work routines.
- Maintains an excellent working relationship with social service professionals and other related health facilities and organizations.
- Represents the facility at meetings as necessary.
- Represents the facility in dealings with outside agencies. Sends authorized representative when unable to attend.
- Attends and participates in workshops, seminars, and continuing education programs to keep abreast of current changes in the health care field and to maintain professional status.
- Attends and participates in professional activities and programs to assure ongoing familiarity with current regulations, guidelines, and professional standards.
- Creates and maintains an atmosphere of warmth, personal interest, and positive image, and also a calm environment throughout the facility.
- Maintains an excellent rapport with residents and families. Acts as the facility liaison.
- Assists in the development of facility budget commencing six (6) months before the end of the fiscal year.
- Makes recommendations to adjust the facility budget in response to economic conditions and situations that may arise.
- Reviews actual financial results. Periodically compare expenses to the facility budget. Accounts for any variances that occur.
- Adjust budget and subsequent policies and procedures to achieve financial results.
- Initiates year-end reporting to appropriate agencies for financial/tax reporting.
- Enforces all applicable local, state, and federal regulations, as well as those that may apply to federal programs in which the facility participates.
- Ensures that Reportable Event reports are submitted to appropriate state agencies according to defined procedures.
- Ensures that proper discharge planning is completed for all residents before discharge from the facility.
- Protects the personal and property rights of all residents.
Requirements
QUALIFICATIONS:
- Must be at least age 21; able to read, write, and comprehend English; completed four (4) years of post-high school education; and five (5) years of relevant management experience.
- Licensed Nursing Home Administrator in the State of Connecticut according to Public Health Code regulations. On-call according to state regulations.
- Display flexibility, personal integrity, and effectiveness in dealing with residents, personnel, state, federal and support agencies. Ability to make decisions and function independently. Ability to plan, organize, develop, carry out, and interpret the facility's goals, objectives, policies, and procedures.
- Demonstrate leadership ability and supervisory skills; willingness to work cooperatively and tactfully with personnel, residents, families, visitors, state and federal agencies, vendors, and the public.
- Interest in the health care needs of the aged, chronically ill, disabled, and emotionally ill with the ability to work with these groups.
