Job description

Under the general guidance and direction of the Electric Utility Superintendent, participates in the supervisory, logistical, and administrative support tasks required to carry out the operational mission of the Electric division of the Department of Public Service. The position manages the personnel assigned to the engineering, purchasing, substation, and metering sections of the department and is responsible for the overall direction, coordination and evaluation of these employees. Responsibilities include the training of employees, planning, assigning, and directing of daily work activities. Assists the Superintendent with planning and monitoring the work activities of the unit. Carries out supervisory responsibilities in accordance with the direction from the Superintendent in addition to the City's applicable policies and laws.

  • Perform Easy Power electric system modeling analyses for fault current and load flow. Analyze various system outage scenarios. Provide potential system modification reports based on analysis
  • Plans, directs and assigns the activities of engineer, engineering technicians, purchasing, substation/metering for the Electric Division. Coordinates work activities of the Public Utility Advocate.
  • Supply Technical Support, Expertise to Engineer, Engineering Technicians, Inventory Control Manager, Line Section, Substation/Meter Section as requested or needed.
  • Manage/perform Plan review; ensure the plans do not cause a concern with our system. Make sure all installations follow current practices.
  • Manage the departmental RP3 and safety program and maintain documentation.
  • Assists with the hiring and training of new personnel; when necessary, suggests disciplinary action.
  • Maintain knowledge of modern methods and procedures, equipment, facilities and operations of each division as well as the occupational hazards associated with operations to ensure necessary safety precautions are known to employees and applied.
  • Analyzes, monitors, and evaluates customer service and performance levels within assigned functional areas of responsibility.
  • Meets with sales representatives to evaluate new products and performance of current products in inventory.
  • Assists in the management of all functional areas within the department, which includes processing UWUA bargaining unit issues.
  • Participates in the planning, development and implementation of new methods and procedures designed to improve operations, minimize costs and effect greater utilization of labor materials.
  • Assists in preparation of the Electric Department budget, which includes approval of purchase requisitions and purchase orders and insuring compliance with the financial records maintenance requirements.
  • Assists with the development of specifications or outlines for specifications of contracts, as well as advise the Superintendent on bids, and the monitoring of contracts with outside consultants and/or construction companies for the performance of construction, maintenance or related activities for the ongoing operations of the division.
  • Effectively maintains positive and responsive public relations with the citizens of the municipality, Council members, co-workers and subordinates using an appropriate depth of judgement to balance technical and operational demands with responsive concerns for public service.
  • Manage Distribution System Design Projects
  • Manage/perform GIS and SCADA system and central system automation equipment work; keep SCADA system screens current; manage the SCADA system web application
  • Oversee required reporting such as EIA 861 Annual reports to DOE, Wage, demographic and other surveys as needed.
  • Confers with Superintendent regarding development and implementation of equipment, policies and procedures for expansion and preservation of current systems.
  • Keeps attuned to the happenings at AMP; represents the City at AMP functions in place of the Superintendent if required.
OTHER DUTIES AND RESPONSIBILITIES: Performs any and all related duties as assigned. Performs any and all duties assigned. May temporarily assume the position of the Electric Utility Superintendent, if necessary, in times of absence.MINIMUM QUALIFICATIONS: Bachelor's degree in Electrical Engineering (Power Delivery) preferred. At least two years working on power system circuit projects preferred. Proven experience in managing and directing construction of electric distribution systems, including, but not limited to: Easy Power modeling software, GIS and SCADA management, maintenance of substations, and metering systems; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
Knowledge of: Modern methods and procedures, mission, equipment facilities and operations of the division to which assigned; materials, methods and practices used in the construction, maintenance, repair, distribution, collection, etc. as applied to assignment; occupational hazards associated with division's operations and ability to ensure necessary safety precautions are known by subordinates and applied; and management principals.
Skilled in: Electric Circuit and control systems; and interpersonal and human relations necessary to effectively maintain positive and responsive public relations with the citizens of the municipality, Council members, co-workers, and subordinates.
Ability to: Plan, coordinate, direct and supervise the work of others; estimate amounts of materials and equipment required for future construction and maintenance programs and to prepare specifications; effectively analyze, monitor and evaluate divisional service and performance levels within assigned functional areas of responsibility; respond to emergency situations; communicate effectively orally and in writing. Learn to use technical software used in the job such as SCADA programming and easy Power circuit analysis software.LICENSURE OR CERTIFICATION REQUIRED: Must possess a valid State of Ohio's driver's license without record of suspension or revocation in any State and ability to maintain continuing eligibility under the City's driver eligibility standards.
SPECIAL REQUIREMENTS: Must be a non-smoker and non-tobacco/nicotine user, including but not limited to cigarettes, cigars, pipes, snuff, etc. and refrain from using all tobacco/nicotine products for the duration of employment with the City.
TOOLS AND EQUIPMENT USED:

  • Computers, particularly in the use of Microsoft Excel and Word software. Knowledge of SCADA software, Easy Power and other industry programming.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close and color vision, and the ability to adjust focus.
The employee may be required to work extended periods if catastrophic events occur.

While performing the duties of this job, the employee occasionally works in inclement weather and is occasionally exposed to fumes or airborne particles, and toxic chemicals. The employee is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually moderate.
Starting annual salary is $89,647. After 5 successful years in the position, the annual salary is $112,086. The typical workweek is Monday - Friday; 8:00 AM - 5:00 PM. This is a classified, exempt, and non-bargaining position. The City of Cuyahoga Falls offers an exceptional benefits package including OPERS pension system.
