Job description

ABOUT US: - We believe that everyone deserves a home!
Breaking Ground operates nearly 4,000 units of housing across New York City, along with housing in upstate New York and Connecticut. Supportive housing - affordable housing paired with services designed to help people maintain their homes for the long-term - is widely recognized as a proven and cost-effective solution to chronic homelessness.
But we didn't stop at providing housing. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and Transitional Housing resources, we help people get, and stay, on the path to a permanent home.
Located on the Bowery in Manhattan, The Andrews is a Safe Haven comprised of 146 units for individuals not yet ready to transition into permanent housing, as well as those who may have struggled in other housing programs. The Andrews offers an alternative to life on the street: private, safe, clean, and affordable short-term accommodations. On-site case management and clinical services are available to meet the needs of its residents and to help those ready to move into secure, permanent housing.
Reporting to the Director, Programs, Transitional Housing the Assistant Director, Operations oversees the daily operations and residence supervision for Breaking Ground's Transitional Housing portfolio, including safe havens, stabilization beds, and drop-in centers. Daily operations include meal services, access control, incident management and reporting, laundry services, intake and census management, and recreational activities. The Assistant Director supervises Shift Supervisors assigned to Transitional Housing sites across the Breaking Ground portfolio.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Ensure appropriate 24/7 Residential Aide staffing at all Transitional Housing sites in compliance with city and state regulations
  • Supervise Shift Supervisors across all shifts
  • Oversee high quality standards for daily client services: meal service, security screenings, room inspections, client transportation, intake for new admissions, incident management, residence and community supervision, and recreational activities
  • Monitor census management and incident reporting and conduct routine audits
  • Work collaboratively with Transitional Housing Program Directors to ensure daily client services meet the needs of program and solve resident-related issues
  • In partnership with Human Resources, oversee training schedules for all Transitional Housing staff including maintaining compliance with Breaking Ground best practices, DHS and OTDA regulations, CPR-First Aid, Overdose Prevention, Certificate of Fitness and Non-Violent Crisis Intervention
  • Implement FDNY-approved Fire Life Safety plans, required recordkeeping procedures and conduct monthly audits of all logbooks
  • Liaise with contracted security teams to ensure adherence to DHS and OTDA regulations and Breaking Ground's standard operating procedures and security plans
  • Perform other duties as assigned

MINIMUM QUALIFICATIONS:
  • Bachelor's degree, or equivalent experience
  • Minimum 1 year of supervisory experience in a residential setting serving homeless or other vulnerable populations with experience in harm reduction, trauma- informed care, housing first and non-violent crisis intervention
  • Proficiency with Microsoft Office Suite programs including Word, Excel, Outlook, and Microsoft Teams
  • Experience and proficiency with property management and case management software
  • Current Fire Life Safety Director Certification
  • Experience with Footholds and CARES preferred
  • On-call availability

As part of our continued efforts to maintain a safe workplace for employees and clients, and in compliance with the City of New York COVID-19 Safety Requirement Mandate, Breaking Ground strongly recommends all employees, interns, volunteers, and subcontractors to receive an FDA authorized and/or approved COVID-19 vaccination and provide a one-time verification of immunization as a condition of employment.
