The Operational Evaluation Division (OED) is seeking three Assistant Directors to collaborate with our Research Director, Deputy Director, and staff (professional and administrative). The Assistant Directors will contribute to a portfolio of division management activities in addition to their work on sponsored research projects. The portfolio will include some combination of activities specified under the "Responsibilities" below. Successful candidates will play a pivotal role in shaping the strategic vision of OED, managing sponsored and internal research programs, and contributing to the effective operation of our division.
Responsibilities:
Research Strategy, Program Planning, & Program Execution:
- Contribute to the formation and implementation of OED's strategic vision.
- Participate in planning and managing OED's sponsored and internal research programs, including initiating and negotiating project descriptions, and reporting on program execution.
- Respond to information requests from the Director, sponsors, and IDA headquarters.
- Independently contribute to one or more projects as a member of the research staff, including publishing and presenting findings.
Corporate and Division Policies, Processes, & Operations:
- Support division administration and operations.
- Implement and ensure compliance with corporate policies.
- Contribute to the development and implementation of OED-specific policies, processes, and tools.
- Ensure research deliverables meet IDA standards through quality control.
- Assist in implementing data, modernization, and process improvement initiatives.
Staff Planning, Onboarding, & Professional Development:
- Assist in staff management and planning
- Contribute to recruiting, hiring, and onboarding efforts.
- Support the professional development of staff.
- Participate in the performance review process.
- Provide coaching and mentorship to staff.
Special Projects and Leadership:
- Undertake special projects to enhance division management.
- Act as Research Director in the absence of the Director and Deputy Director.
Qualifications:
Education/Experience:
- Masters in a relevant discipline plus 8 years of experience or Ph.D. in a relevant discipline plus 5 years of experience.
Knowledge/Skills/Abilities:
- Experience in operational test and evaluation
- Demonstrated leadership skills in project management and team oversight.
- Proven ability to conduct and lead independent research.
- Ability to contribute to the development of strategic initiatives for OED.
- Track record of publishing and presenting findings effectively.
- Strong communication skills, both written and verbal.
- Innovative thinking and effective problem resolution.
- Comfortable working in an unstructured environment and managing multiple projects concurrently.
- Ability to interact with government or industry representatives.
- Flexibility for travel as needed.
- Ability to maintain a security clearance is required.
