General Purpose
The Village of Winnetka is seeking applicants for the Assistant Director of Water & Electric. This position assists the Director in coordinating all activities related to the Electric Plant, Water Plant, pump stations and reservoir, and distribution facilities and supervises
Distribution Engineer, Water & Electric Analyst, and all Department personnel in the absence of the Director.
Essential Functions
- Assist the Director in planning, organizing, and directing the programs and operations of the Department.
- Make recommendations for strategically planning the Department's staffing, organization, budgets, projects, rates, and capital improvements.
- Assist in the preparation and control of the annual department budget, review expenditures and operational needs, organize projects to remain within budget, make recommendations for budget revisions, consult with financial staff, and participate in budget meetings.
- Develop, implement, administer, and enforce Department policies and procedures. Explain and clarify Village and Department rules, regulations, policies, and procedures to subordinates and the public.
- Assist in the selection and training of new employees, appraise productivity and efficiency for promotion or other changes in status, conduct performance evaluations of direct subordinates, review performance evaluations of other Department personnel, offer advice and assistance to employees, investigate and resolve employee complaints, and recommend disciplinary actions in consultation with the Director and Human Resources.
- Conduct research, analyze results, formulate recommendations, and prepare reports; implement and manage special projects, department programs, procedures, activities, conditions, and productivity; and maintain and enhance the overall operation to achieve a high level of services.
- Supervise public improvement and construction projects, including review and approval of changes orders or on-site modifications.
- Review private development projects to maintain compliance with Village standards regarding public improvements, utilities, and other conditions of public concern. Provide assistance with project management, budgeting, estimating, and scheduling.
- Receive and respond to inquiries and concerns of residents regarding construction, planning, or design of public projects. Provide support to other Village departments and respond to concerns about utility or engineering issues.
- Create and maintain Department record-keeping procedures.
- Confer with suppliers, sellers and consultants, and place orders for and/or recommend contract awards for equipment, materials, improvements, supplies and services.
- Prepare engineering plans and specifications and coordinate bidding of construction for municipal projects, including required advertising, review of construction bids, compilation of bid results, competency of vendor, and compliance with other selection criteria.
- Prepare and submit required reports to regulatory agencies concerning utility activities.
- Prepare and make presentations before the Village Council and general public.
- Attend, participate, and promote cooperation as a representative of the Village in meetings with federal, state, and local government bodies, the public, and other various groups.
- Serve as a Freedom of Information Act (FOIA) officer for the Department.
- Assume the duties of the Director of Water & Electric in the Director's absence.
- Perform other duties as assigned.
Desired Minimum Qualifications
- Bachelor's degree from an accredited college or university in electrical engineering, civil engineering, business or public administration, or a related technical area.
- Ten (10) years' experience in the administration and management of a municipal electric or water utility or other closely related field, including at least three years of supervisory experience; or equivalent combination of training and experience.
Other Requirements
- Read, clearly speak, and legibly write the English language.
- Ability to communicate effectively, both orally and in writing.
- Valid driver's license and safe driving skills.
- Knowledge of principles of accounting, budgeting, personnel management, electrical engineering, and public administration.
- Comprehensive knowledge of electric transmission and distribution systems; substation equipment, protection and coordination;
- General knowledge of Water production and distribution operations
- Knowledge of State and local codes and ordinances relative to public utilities.
- Proficient in Microsoft Word, Excel, Access, and Outlook; GIS; AutoCAD: and ability to learn other software programs. Keyboard proficient.
- Knowledge of engineering analysis software for the electric distribution network for system planning and operations.
- Knowledge of asset management and preventive maintenance program / software.
- Ability to perform basic math skills, use decimals to compute ratios and percentages, and tabulate data to create spreadsheets.
- Ability to establish and maintain satisfactory working relationships with the Director, subordinates, consultants, contractors, vendors, other departments, and the public.
- Ability to supervise and evaluate the work of subordinates and other employees.
- Ability to acquire and apply thorough knowledge of Village and Department policies and procedures.
- Ability to conduct necessary research and compile comprehensive reports.
Village of Winnetka
Schedule is normally 40 hours weekly, but may be extended in the event of emergency, disaster, workload, administrative obligations, or work in progress. Position requires occasional attendance at evening meetings of boards, commissions, Village Council, and other public and/or private groups and agencies. May be required to work on some Saturdays, Sundays, and holidays.
Position Range: $137,329 - $171,786, plus excellent benefits.
