Position Description
The City of Sugar Land is seeking a full-time Assistant Director of Public Works - Utilities in the Public Works Department.

As a Assistant Director of Pulbic Works - Utilities , you will:
  • Perform executive-level duties including selection, promotion, performance review, mentoring, counseling, and discipline to ensure subordinates are prepared and motivated, productive and challenged in their work assignments to ensure maximum performance.
  • Attend and participate in various meetings including City Council meetings, staff meetings, professional association meetings, and other meetings as necessary and responds to inquiries regarding the City's Public Works functions as well as makes presentations when requested.
  • Serve as a key member of senior management team; serve as technical expert for functional areas of responsibility; provide decision makers with quality, accurate, and timely information for Council meetings and other information.
  • Direct development of the divisional budget, implement annual program of services per budget approval, and ensure budget adherence through the year.
  • Responsible for division's daily work effort, productivity, effectiveness, and efficiency. Ensure department meets or exceeds performance measures and targets. Ensure delivery of high quality, cost effective services by conducting field inspections of Public Works department activities and evaluate reports and recommendations.
  • Coordinate the development, maintenance, and review of division's programs. Plan, manage, and deploy department resources in manner that demonstrates ongoing willingness and ability to adapt to change and shifting priorities.
  • Establish and ensure divisional compliance with internal policies, goals/objectives, processes and procedures, and applicable state laws by maintaining a working knowledge of federal, state and local laws. Create, enhance and administer new or existing policies and procedures relating to divisional operations, programs and projects. Initiate necessary changes within the Division.
  • Responsible for efficient utilization of division resources to achieve maximum productivity and customer satisfaction. Develop, recommend and administer programs to ensure legal compliance and sound financial practices are achieved. Position requires excellent communication and negotiation skills in situations that require considerable tact and judgment in response to customers, general public and contractors.
  • Develop and implement long range planning including Capital Improvement Program development to assure infrastructure for capacity is available when needed. Maintains/updates the City's Water and Wastewater Master Plans and assures implementation. Manages On-Call Engineering Technical Support contracts. Develops scope of work, determines qualified firm, negotiates and manages engineer services contracts.
  • Direct, oversee and participate in the development of service contracts. Evaluate performance and quality of services provided.
  • Must have knowledge in working with ground water, surface water, non-potable water, wastewater.
  • Prepare annual divisional budgets, monitor purchasing and inventory control procedures.
  • Identifies and seeks funding sources for public improvements. Prepare applications and reports for submittal and monitor approval process. Coordinates with City's funding sources.
  • Assist the Deputy Director of Public Works in planning and implementing programs through the collection of information and the preparation of research studies and reports.
  • Develop and implement communication strategies, techniques and products that ensure customer knowledge of and access to department services and programs. Manage, anticipate, mitigate and resolve customer service issues and opportunities.
  • Reviews, researches and recommends action to City Management, City Boards and City Council on the engineering of water and wastewater utilities. Attend meetings and make presentations as requested by the Deputy Director including presentations to council.
  • Reviews and approves all plat and plan submittals as it relates to public infrastructure within the city limits and extra-territorial jurisdiction, ensuring proposed development is in accordance with City Master Plans, Design Standards and applicable ordinances. May serve as member of the Development Review Committee. Confers with and advises developers regarding City requirements and works with the development community in a business-like manner.
  • Prepares speeches, articles, reports and other presentations dealing with utilities in the City. May address community and citizen groups to discuss concerns, request, or to inform them of current standards and projects.
  • Required to work as an essential employee before, during and after an emergency or disaster, whether natural or acts of war.
  • Stay abreast of, and comply with, all City and departmental policies and procedures.
  • Perform other duties or responsibilities as directed by the Deputy Director of Public Works.

Minimum Qualifications
The ideal candidate has knowledge of federal, state and local requirements and policies relative to water supply and delivery and wastewater treatment and capacity. The ideal candidate must maintain a working knowledge and experience in the techniques of writing plans and procedures. An understanding of municipal finance and budgeting (especially utility rate calculation and administration), purchasing, and personnel practices; knowledge of departmental strategic planning process; as well as knowledge of City codes and ordinances, and the municipal government organization and functions.
Strong attention to detail and ability to make independent judgements is critical for success in the role, as are high levels of organization, and self-motivation.
Education and Experience:
  • Bachelor's Degree from an accredited four year college or university, with major course work in Civil or Environmental Engineering, Water Resource Planning, Business Administration, Public Administration or a related field or equivalent water utility experience.
  • Masters degree preferred.
  • Eight years of progressively responsible experience in the administration and planning of a water/wastewater utility, infrastructure management, right of way program, or capital improvement projects, with at least three years of significant supervisory or management experience.

Training (License and/or Certification):
  • Valid Class "C" Texas Driver's License
  • Registered Professional Engineer preferred
  • TCEQ Water and Wastewater Licensure preferred

After one year of employment, employees will receive an annual payment of $4.00 per month of employment with the City for the first 25 years of continuous employment (maximum of $1,200 annually). Qualified employees receive longevity payments each December.
