Oregon Housing & Community Services (OHCS) is searching for an experienced government and legislative affairs professional to fill a key position in the Public Affairs Division as the Assistant Director of Government Relations. This person will serve as point person to federal & state policymakers and regulators including; the Governor's Office, other state agencies, Congress, the Oregon Legislature, and more. IMPORTANT INFORMATION
  • Working Condition: Hybrid > This position has some requirements for in-person work in Salem specifically during and in preparation of legislative days, session and other agency presentations and meetings.
  • This is a permanent, full time, management service position.

WHAT YOU WILL DO
The Assistant Director of Government Relations will serve as the agency point person to federal and state policymakers and regulators, including the Governor's Office, other state agencies, Congress, the Oregon Legislature, and more. This role oversees the work and performance of employees in the Government Relations Section, reports to the Director of Public Affairs and advises and supports the agency Executive Team as appropriate.
This position will proactively direct, manage, oversee, and provide leadership for the governmental relations team and efforts that advance, create, and maintain mission-driven legislative initiatives while demonstrating a positive image and building key relationships for the agency. This position generates local and federal relationships and develops and implements communication strategies related to local and federal legislative issues and during unforeseen issues, crises, or other potentially problematic situations. This role serves as a senior policy advisor to agency leadership, staff, and on the development of Governmental relationship management strategies and other Government Relations issues. This position is responsible for developing and achieving short and long-term government affairs and legislative strategies, goals, and objectives.
MINIMUM QUALIFICATIONS
Six years of supervision, management, or progressively related experience.

Three years of related experience and a bachelor's degree in a related field.

  • Experience strategizing, advising and leading complex issues and external facing crisis communications related to Government Relations.
  • Experience with state or federal lobbying and/or advocacy activities
  • Experience supervising, assigning and approving work.
  • Ability to develop effective communication strategies, plans goals, and objectives, and coordinate with appropriate agency management and staff.
  • Ability to analyze issues and evaluate impacts and risk or opportunity for the agency
  • Must possess skill in communicating effectively in writing and in oral expression, including skills in public speaking.
  • Must be able to anticipate, identify and respond to public impact and issues related to OHCS programs and policies.
  • Experience communicating to diverse audiences and demographics.
  • Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. The lack of available housing, high rents and high home prices are driving rapid increases in housing instability and homelessness. OHCS released its 2022 Progress Report to update the agency's significant progress in meeting the goals outlined in the 2019 Statewide Housing Plan. We are now more than halfway into the five-year plan.

PUBLIC AFFAIRS DIVISION
OHCS's Public Affairs Division supports Oregon Housing and Community Services with Government Relations, agency administrative rules management, strategic communications, community engagement and outreach.. The Public Affairs Division is the primary liaison between the agency, the public and other local and national stakeholders. The Public Affairs Division helps support the agency to effectively communicate about programs and services, the mission of the organization and achieve local and federal legislative priorities.
