Summary:

The Director of Career and Technical Education for Pickens Technical College will lead the development, implementation, evaluation and continuous growth of Career and Technical Education programming and staff in alignment with APS 2026 Strategic Plan while working in collaboration with the Executive Director of CTE to develop and implement the Pickens Master Plan, Strategic Plan, 90 Day plans, Council of Occupational Education accreditation regulation to align to all state and national career training accreditations. The Director ensures that the school is leading the state in CTE implementation, responsive to local industry employment needs for a highly skilled workforce.

Supervise staff and provide leadership, implementation, ongoing evaluation, compliance, accountability and continuous growth of Pickens instructors and staff. Manage human resources including staffing decisions and job assignments based on program needs and resources of direct reports. Serve as an instructional leader by evaluating and monitoring the implementation of professional development in accordance with the Pickens 90 Day Plan. Lead the development, implementation and ongoing evaluation of professional development for CTE staff, school leaders and school counselors related to CTE programming. This includes actively participating in the planning and facilitation for Staff, Program, and Advisor meetings. Will carry Membership and participation in professional CTE organizations, industry-specific organizations, and local civic and workforce development groups.

Supervise all aspects of co-curricular Career and Technical Student Organizations (CTSO) including approval and funding requests. Chaperone, judge post- secondary and high school CTSO participants in multiple program areas for district, state and national competitions.

Lead and direct Pickens staff in the implementation and monitoring of school- wide behavioral expectations and workforce-ready skills. Uphold policies for Colorado Department of Higher Education and Colorado Community College System office to include monitoring attendance trends and internship/clinical rotations; addressing safety and welfare issues by holding meetings with parents/guardians or internship/clinical sites, investigating incidents, documenting findings, contacting proper authorities, and conforming to legal requirements and regulations for day and evening programs. Knowledgeable in CTE licensure and accreditation requirements for all CTE programs. Compliance with school wide Council on Occupational Education completer, placement, and licensure requirements (CPL).

Lead and implement instructional and assessment strategies by attending meetings, facilitating discussions amongst teachers and staff and working with the Executive Director of CTE and District Coaches to plan professional development. Work with program-specific state and national accrediting bodies, self-studies, quarterly reports, and articulations with local colleges for compliance and licensing privileges such as ACEN, Colorado Nursing Board, CARC, CODA, PTCB, ASEF, AWA, ICAR , Prepare yearly reports on program- specific completion, placement and licensure, data. Monitor Aurora, metro Denver and state employment trends. Serve as a member, and lead, as necessary, workforce initiatives committees while partnering with Colorado Workforce Development Council to develop relevant short-term and emerging career training, develop new CTE programs based on local industry needs.

Address building management concerns by working with the custodial staff, office staff, teachers and District staff including implementing school-wide safety and emergency protocols.

Engage with students, parents, teachers and other school staff and design a plan of action to resolve student issues. Facilitate conversations between staff, students, parents, and counselors regarding issues of concern. Work collaboratively with counselors and behavioral health providers to share issues of concern to ensure student needs are met. Support planning, communication, implementation and accountability at the district level in cross- functional areas such as facilitating the work of task forces and specific APS Divisions as needed.

Apply national best practices for CTE curriculum and instruction programs as required by state Career and Technical Education (CTE) guidelines. Write, assess, and implement the master plan and Pickens specific Strategic plan. Enforce policies and administrative directions pertaining to CTE programs while implementing relevant components of the district’s APS 2026 Strategic Plan. Ensure program viability and make critical decisions around the closing of CTE programs that do not meet industry needs or CPL thresholds

Lead the development of effective, contemporary, professional and responsive programs to meet area economic and workforce needs in partnership with local community leaders, business partners, and education service providers. Oversee program development and approval process with

Quarterly 2% Aurora Public Schools, Colorado Community College System, Colorado Department of Higher Education and Council on Occupational Education.

Manage articulation agreements with Community College of Aurora, Metro State University, and CSU Global. Develop and maintain current knowledge about higher education and career opportunities associated with Pickens current and future pathways and specializations.

Collaborate with the PTC budget department to manage the overall school budget (the balancing and tracking of revenue streams from state and federal grants, tuition, secondary and post-secondary funds as well as operational expenses). Perform a wide range of managerial responsibilities including, but not limited to: staffing, scheduling, budget, technology, and facilities.

Responsible for overseeing programs budgets and ensuring all funds are spent accurately. Ensure that all programs have budgets that are adhered to, capitalized upon and maintain compliance.

Develop a vision for and implement a cohesive and aligned overall marketing plan to include social media, TV, Radio, APS high schools, outlying high schools, adult student populations, community, business, and industry.

Actively promote Pickens Technical College as a center for CTE training, credentialing programming, apprenticeships, short term credentials, upskilling, reskilling, skills advancement, and workforce development demands. This includes on-site and off-site recruiting events, development of, print ads, and public-facing physical ads. Must work some evenings and weekends.

Plan, submit, manage and monitor the compliance reporting for state and federal governmental agencies (include school post-secondary accreditation, community college course curricula, student completion and placement rates, demographic information for each program, industry-based standards,

Quarterly 2% credentialing process for instructional staff). Collect and analyze student assessment data and program Efficiency Measures; Completer, Placement,

and Licensure (CPL). Plan, coordinate, college and career events, such as presentations of learning, workshops for all students and parents, college tours, and business and industry visits. Must work on some evenings and weekends

EDUCATION AND TRAINING:

Master's degree plus additional coursework required for licensure.

EXPERIENCE:

Minimum 5 years of experience in Career and Technical Education or Secondary Leadership, including teaching and supervision. Experience with secondary students in a school setting.

SKILLS, KNOWLEDGE, EQUIPMENT & OTHER:

Advanced oral and written communication, interpersonal, public relations, instruction, curriculum, facilitation, management, decision making, computer and organizational skills. Ability to work with students with various backgrounds and abilities. Ability to interact and negotiate with private business organizations and agencies. Knowledge of and experience with Colorado Department of Education rules and regulations for occupational/vocational education. Operating knowledge and experience with personal computers and District software.

CERTIFICATES, LICENSES, & REGISTRATIONS:

Valid Colorado Principal's License and CTE Director's License required (Must be able to apply within 90 Days of employment)

SUPERVISION/TECHNICAL RESPONSIBILITY:

Direct the hiring, supervision and evaluation of Pickens Technical College staff in accordance with district policy, Colorado Department of Higher Education, Colorado Community College System, Council of Occupational Education to include: instructors, clerks, para educators, IT staff, TOSA, Instructional Coaches, Administrative personnel , teachers of record, Career Advisors, Job Placement Coordinator, Clinical Instructors, Adjunct instructors, Baristas, Social Worker, School Nurse, Campus Monitor, and SPED staff.

WORK ENVIRONMENT:

While performing the duties of this job, the employee is frequently exposed to wet and/or humid conditions, moving mechanical parts and outdoor weather conditions. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat and risk of electrical shock. The noise level in the work environment is usually moderate.
