The Office of Legal and Acquisition Services

The Bureau of State Hearings (BSH) is housed within the Office of Legal and Acquisition Services and oversees the process and policies for State Hearings, intentional program violations, benefits overpayments, and administrative appeals. BSH administers hearings for all ODJFS programs, as well as all Ohio Department of Medicaid and all Department of Children and Youth state hearing appeals under inter-agency agreements. BSH assures that public assistance applicants and recipients receive fair and prompt hearings in appealed cases that result in quality and timely decisions in accordance with state and federal law.


What You’ll Do

In this role, you will assist the Director of Ohio Department of Job and Family Services (ODJFS), Chief Operating Officer of ODJFS, and/or Deputy Director (Chief Legal Counsel) of Office of Legal and Acquisition Services (OLAS) in defining agency and office goals and objectives by performing the following duties:

  • Under administrative direction, assists Director of Ohio Department of Job and Family Services (ODJFS), Chief Operating Officer of ODJFS, and/or Deputy Director (Chief Legal Counsel) of Office of Legal and Acquisition Services (OLAS) in defining agency and office goals and objectives,
  • Directs operations of ODJFS State Hearings, supervises management level staff, and acts on behalf of and represents ODJFS:
  • Directs operation of entire State Hearings program; interfaces and coordinates with management staff and Deputy Directors from other ODJFS program offices (e.g., Office of Family Assistance; Office of Child Support) and from the Department of Medicaid to ensure efficient operation, ensure highest level of timeliness in rendering decisions, and to reduce adverse impact to clients who are entitled to benefits;
  • Represents ODJFS in meetings regarding the Ohio Benefits System and its implementation;
  • Represents ODJFS in meetings and through communication with stakeholders and partners (e.g., Ohio Job and Family Services Directors' Association [OJFSDA]; Legal Aid organizations);
  • Manages and directs Bureau Chief, attorneys, and other management staff;
  • Ensures management team meets established goals and objectives;
  • Conducts staff meetings and keeps staff apprised of program, law, and rule changes within ODJFS and within other agencies (e.g., Ohio Department of Mental Health; Ohio Department of Developmental Disabilities) that impact decisions rendered in Bureau of State Hearings;
  • Interfaces with staff from other ODJFS offices (e.g., Office of Fiscal and Monitoring Services; Office of Information Services; Office of Employee and Business Services) to ensure that the work completed by State Hearings is properly tracked and reported (e. g., budget; cost allocation; staffing; facilities; federal reporting);
  • Acts on behalf of and represents ODJFS and Deputy Director of OLAS in meetings with other state agencies, county agencies, and federal agencies (e.g., US Department of Agriculture, Food and Nutrition Services; US Department of Health and Human Services, Centers for Medicare and Medicaid Services); as required, represents Director in meetings related to State Hearings' matters.
  • Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

Challenges: This position is high-exposure and you must be able to work under pressure with competing priorities. Infrequent travel to ODJFS district or local offices may be required.

Schedule: This position is designated as a hybrid position and is telework eligible. Standard workdays are Monday – Friday, 8am to 5pm (Flex).

Travel: Statewide travel may be required for meetings, training, or other operational needs.

Telework Policy

ODJFS may require occasional in-person meetings for training or other operational needs. You will have access to ODJFS shared workspaces, if needed. Employees are required to sign a teleworking agreement upon their first day. Schedules are subject to change based on the agency’s operational needs and telework status. Telework is considered a privilege and agreements are reviewed annually.


This position is overtime exempt and is deemed unclassified per Ohio Revised Code 124.11 (A) (9).
