Position Objective:
This position is responsible for managing the operation of the Harlem and Hudson Substation, Test, and Over Head Lines Departments in accordance with Metro-North Railroad Power Department standards. In addition, the position ensures system reliability and compliance with safety to continue providing a safe environment for our employees and customers, consistent with corporate goals.
Responsibilities:
- Provide operational response, and leadership, and manage the 24/7 operation of the Hudson and Harlem Substation, Test, and Over Head Lines departments to ensure the safety of our employees and provide safe reliable service to our customers. This includes direct supervision of Senior Engineers and Assistant Directors, who are responsible for the operation, maintenance, and capital construction support of the electric traction power infrastructure, transmission system networks, and electric power supply networks.
- Report directly to the Assistant Chief Engineer of Power Operation to ensure compliance with Power Department policies and procedures for Roadway worker safety, Electrical safety, and corporate compliance.
- Provide mentoring and guidance to the Senior Engineers and Assistant Directors with the focus on succession planning and institutional knowledge. Provide mentoring to the new Associate Engineers on the aspects of the New Haven Substation Department.
- Attend staff meetings with senior Power Department staff. Represent the power department at meetings with senior staff, Utilities, the Capital Department, The AEM department, and other operating departments at Metro North. Interface with the design office to update and maintain system prints and plate books. Coordinate with the Power Department’s compliance area.
- Work with Human Resources to fill vacancies in the Harlem and Hudson Substation, Test, and Overhead Lines Departments. Coordinate with the Training Department to ensure that employees are completing their training on schedule. Responsible, along with the Senior Engineers and Assistant Directors for evaluation and training of current employees and trainees.
Required Qualifications:
Required Knowledge/Skills/Abilities:
- Familiarity with Traction Power Systems, Traction and Signal Power Substations, and Distribution Systems
- Knowledge of the SCADA systems and Lockout/ Tagout (LOTO) procedures as they pertain to the de-energizing high voltage lines and equipment.
- Working knowledge of OHSA regulations, Roadway Worker Safety Procedures, Power Department Safety procedures, and IEEE and NEC standards.
- Working knowledge of Utility practices and procedures.
- Strong interpersonal skills with the ability to interact with internal/external customers, with all levels of non-agreement and agreement staff, and to coordinate multiple departments for task completion. · Project management skills to develop project scope, progress, schedules, and budget.
- Strong verbal presentation and written communication skills.
- Strong analytical skills with the ability to resolve complex technical issues.
- Strong motivation and self-starter.
- Strong knowledge of Microsoft Office suite and/or comparable applications.
- Must be able to work in a high-profile/high-pressure environment.
- Must be available 24 hours/7 days a week as required.
- Must have a valid driver’s license.
- Must be able to implement and participate in Metro-North Railroad’s Safety Program.
Required Education/Experience/Training:
- Bachelor’s degree in Engineering or related field. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.
- Minimum of eight (8) years of experience in the electric traction power field, electrified commuter railroad transportation environment, and/or an electric utility environment. Related experience may be considered.
- Minimum of five (5) years of experience managing a diverse union workforce in a 24/7 operating environment.
The following is preferredbut other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:
- Knowledge of the collective bargaining process.
- Knowledge of Metro-North's policies and procedures, accounting, budget, and payroll processes.
- Knowledge of Metro-North Railroad's Safety Program
- Knowledge of the Metro North’s Power Department Procedures.
Other Information
This is a Safety Sensitive position and is subject to toxicology testing.
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
Selection Criteria

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in their current position for a minimum of one (1) year preceding the Application Deadline.
