Description 

Under the direction of the Chief Probation Officer, the Assistant Chief Probation Officer for the Allen Superior Court is responsible for managing and supervising assigned operations of the Family Relations Division which may include the Intake Division, Field Division, Electronic Monitoring, and specialized programming.  This individual is an employee at will.

Hours: 8:00am - 4:30pm; Monday-Friday; 37.5 hours/week; with additional hours as needed.

ESSENTIAL FUNCTIONS:

  • Assists with supervising and directing all secretarial, clerical, and probation staff including corrective actions, interviewing and hiring recommendations, and providing assistance as needed.
  • Conducts regular staff meetings and confers individually with staff members for case consultations, review of court documents and department reports, and other work-related issues as requested.
  • Manages and oversees the Juvenile Probation Department operations and changes in legal requirements and related court operations, revising and/or implementing changes in Department policies, practices, and standard operating procedures in accordance with I.C. 11-13-1-3 and provisions within Title 31.
  • Directs reporting Supervisors in maintaining assigning operations and programs, including reviewing case actions and program operations, scheduling and assigning cases, maintaining and developing all computer systems, assessing general needs of clients and developing new programs and services accordingly.
  • Assists with the ongoing implementation and support of juvenile probation programs, the Juvenile Detention Alternatives Initiative (JDAI) and general juvenile justice reform in Allen County, including the coordination of evidence based programming, quality assurance and continuous quality improvement efforts, data collection and analysis, community collaboration, and grant writing and reporting.
  • Assists in ensuring all staff meets mandatory training requirements; assures completion of annual evaluations and case review for all Probation Officers; coordinates on-going staff development and related education, assuring proper maintenance of professional status for Probation Officers including frequently researching and consulting a variety of legal statues and reference manuals; monitors changes and new developments.
  • Attends meetings, serves on committees, and/or maintains frequent communication with a broad range of local, state, and federal departments and agencies for a wide variety of purposes, including coordinating services, developing and/or improving probation and/or detention related programs, assuring compliance with applicable laws and regulations, and generally promoting juvenile services.
  • Conducts disciplinary meetings with assigned Probation Officers and/or probationers to discuss noncompliance with conditions; determines disciplinary actions and/or recommends disciplinary action to the Chief Probation Officer.
  • Assures proper maintenance of assigned office sites including physical structures and equipment and makes recommendations for building maintenance and renovation needs and provides compliance with leasing agreements.
  • Responds to inquiries from state and local agencies and the general public concerning Probation Operations, providing information and resolving problems as needed.
  • Assists in preparing statistic and financial reports on juvenile probation operations.
  • Completes professional development workshops, training and education as required.
  • Performs related duties as assigned and/or required by law.

LICENSING: 

  • State certification as a Probation Officer with continuing completion of all certification requirements
  • CPR, AED and First Aid Certification
  • Valid Driver's License to drive to and from various Allen County buildings

 

 

Minimum Requirements and Working Conditions 

REQUIREMENTS:

  • Bachelor's degree from an accredited college or university in Public Administration, Criminal Justice or related field with eight years of experience in the criminal justice field, at least some of which includes personnel supervision/administration and/or program management
  • State certification as a Probation Officer with continuing completion of all certification requirements
  • Valid CPR, AED and First Aid Certification
  • Valid Driver's License to drive to and from various Allen County buildings
  • Advanced knowledge in the area of criminal justice, juvenile probation and detention standards and practices
  • Ability to maintain confidentiality of Department records and information to ensure juvenile rights, comply with human resources laws as well as with Indiana Statute
  • Knowledge of treatment programs and services available to juveniles from other government, social and private agencies, with the ability to assist staff in making and/or facilitating referrals as appropriate
  • Ability to supervise and direct agency staff; providing and/or delegating the recruitment, hiring, training, evaluation, discipline and dismissal, developing and implementing policies and procedures, job descriptions and employee compensation; allocating staff according to administrative goals
  • Strong interpersonal skills and the ability to effectively communicate with a broad spectrum of personalities in an objective manner
  • Ability to communicate with staff, public and personnel from related government and social agencies
  • Strong supervisory skills to be able to provide direction to subordinates
  • Ability to multi-task and complete all duties amidst frequent distractions, interruptions and pressure from formal deadlines
  • Possess effective keyboarding skills and functional knowledge of information systems applications to be able to communicate with staff and outside agencies as well as case management and financial record keeping
  • Knowledge of various software and products including Quest, Neo-Gov, ATM (electronic timekeeping system), Spillman, Maximum Security software, and ExacqVision Security Cameras
  • Ability to use multi-line phone, copier, fax, calculator, adding machine and other job related equipment
