Description
WHAT WE OFFER
The County of Ventura offers an attractive compensation and benefits package. In addition to the salary of approximately
$169,242.28 - $236,962.42 annually, an employee within this position will also be eligible for the following:
  • A general salary increase of 3.5% effective December 22, 2024.
  • New Hire/Retention/Referral Incentive: New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage. (Subject to the applicable section of the Management Resolution (Secs. 625 - 627)
  • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion bachelor's degree, OR 5% for completion of a graduate's degree.
  • Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.
  • Executive Administrative Leave - The candidate selected for this position will earn 248 hours per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service or other public service. *Credit for prior public service may be considered (Management Resolution, § 1202A)
  • Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, § 1205).
  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Effective February 9, 2024 (and annually thereafter in the third pay period of subsequent years), eligible employees meeting the criteria in Sec. 1907 of the Management Resolution will receive two percent (2%) of their annualized compensation contribution towards their 401(k) account.
  • Health Insurance Plans -Medical, dental, and vision plans for you and your dependents. A flexible credit allowance of up to $23,530 annually.
  • Flexible Spending Accounts - Increase your spending power by reimbursement with pre-taxed dollars for IRS- approved dependent care and Health Care expenses.
  • Holidays - 12 paid days per year which includes a scheduled floating holiday.
  • Pension Plan - Both you and the County contribute to the County's Retirement Plan. If you are eligible, you may establish reciprocity with other public retirement systems, such as PERS.

Ventura County is a "general law" county, governed by a five-member, elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, and to advise, assist and act as an agent for the Board of Supervisors in all matters under the Board's jurisdiction.
THE POSITION
The Assistant Chief Financial Officer - Health Care Agency (HCA) reports to the Chief Financial Officer - Hospitals within the Health Care Agency. Under general direction, the Assistant Chief Financial Officer - HCA provides monitoring and oversight of the Ventura County Medical System (VCMS) fiscal activities and accounting/auditing services in support of the agency's programs and services; is responsible for supporting oversight of the fiscal functions of the agency, including maximum recovery of revenue for services rendered, proper accounting for costs and distribution of public monies, and project management of functional programs and automated systems development; provides analyses, financial assessments, forecasts, and sound recommendations to enable effective operating decisions; and collaborates with and provides support to department heads to accomplish the agency's financial goals and assist in developing new business opportunities.

The Assistant Chief Financial Officer - HCA is an at-will position which is exempt from the provisions of the Civil Service Ordinance.

Examples Of Duties
Duties may include but are not limited to the following:
  • Assists in evaluating the Agency's financial structure and ensures timely and sufficient operating revenues and cash flow;
  • Assists with financial reporting for governmental reports requirements and month- and year-end closing processes to ensure GAAP, GASB, and other regulatory standards, accuracy, and timeliness;
  • Supervises the preparation of financial and statistical reports as needed for management;
  • Manages the preparation and monitoring of the annual operating and capital budget;
  • Provides direction to resolve complex Health Care financial issues having a significant impact on departmental operations;
  • Ensures hospital cost reporting and other reporting is accurate, timely and in compliance with Centers for Medicare & Medicaid Services (CMS), California Department of Health Care Access and Information (HCAI), and other hospital regulatory guidelines;
  • Develops, implements and evaluates objectives, policies, procedures and operations for assigned areas to ensure maximum revenue reimbursement, utilization and compliance with applicable local, state and federal regulations and County and agency guidelines;
  • Ensures that efficiency and fiscal accuracy is sustained throughout hospital operational and functional support areas;
  • Develops recommendations to support effective allocation of financial resources through financial models for various business conditions, attrition, or expansion;
  • Develops recommendations to establish operational and financial reporting procedures and standardize reporting formats for the various budget organizations of the Agency; trains and develops staff in higher management skills for growth and succession planning;
  • Reviews and assesses the impact of changes in governmental funding and keeps abreast of new regulations to ensure compliance;
  • Supervises and directs subordinate managers within financial administration
  • Advises fiscal department staff concerning functions and activities, work assignment, workflow, and deadlines;
  • May supervise various fiscal division heads; and
  • Performs related duties as required.

Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
Education/Experience:
Extensive education, training, and experience that demonstrates possession of the required knowledge, skills, and abilities as outlined below in this announcement. The required knowledge, skills, and abilities can also be obtained by completion of a Bachelor's degree from an accredited college or university in accounting, finance, business administration, or a related field AND five (5) years of professional accounting, auditing, or financial management experience which included supervisory/management responsibilities over unit/division operations.
Highly Desired:
  • A Master's degree in accounting, finance, business administration, Health Care services administration, or a related field
  • Experience with program development, project management, and/or financial administration in a hospital or other Health Care environment

Knowledge, Skills, and Abilities:
Thorough knowledge of: operations, services and activities of a comprehensive finance department within the Health Care field including but not limited to finance, accounting, budget, procurement and payroll; Generally Accepted Accounting Principles (GAAP), practices and standards; financial and operational auditing standards and techniques; policy and procedure development techniques; fundamentals of how hospital and Health Care service agencies are organized and administered; federal and state laws and regulations governing public Health Care delivery organizations; hospital financial management; principles and practices of supervision and management; principles and practices of leadership, motivation, team building and conflict resolution; public administration; project management techniques; application of automated systems for financial reporting and accounting purposes; principles of cost/benefit analysis; fiscal monitoring and control mechanisms; budgeting methods and techniques; and rules and regulations that apply to governmental accounting practices, procedures, and standards.
Comprehensive ability to: plan, organize, and supervise the work of professional and technical fiscal staff, build an effective team; model leadership behavior; manage change and encourage/support staff impacted by change; establish and maintain effective working relationships with others; analyze and evaluate administrative and abstract accounting concepts and procedures; devise new or revised policies and procedures to adapt to internal and external policy changes or legal mandates; manage the production of various comprehensive fiscal reports; make public presentations; exercise sound judgment in sensitive situations; read and understand financial and productivity reports; and assist in budgetary and strategic planning for the Health Care Agency.
Comprehensive skill in: management and leadership; planning, directing and controlling fiscal operations ; interpreting and applying provision of codes, regulations, statutes and ordinances relevant to Health Care Agency operations; developing and implementing fiscal monitoring and control mechanisms; planning and implementing the application of automated systems; written and oral communications; making presentations to various audiences, including the Board of Supervisors; decision making; negotiations; attention to detail; and use of Microsoft Excel, Word, and other related software.
Supplemental Information: Work is primarily performed in an office environment, but incumbent will be required to meet with various departments/agencies, business and community groups, the public, and outside vendors. Some travel, primarily within the state, is also required.
