This position is responsible for the management of Borough-owned real property.

Baccalaureate degree in a course of study related to the occupational field. Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis.Five (5) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems.
Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.
Possession of or ability to readily obtain certification as Senior Right of Way Agent from the International Right of Way Association.
Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.
Must successfully pass a pre-employment drug screen.
- Manages Borough-owned real property, including land and building permits, conditional use permits, interagency agreements, management agreements, leases, and sales for general, port, tidelands, agriculture, recreation properties with Land and Water Conservation Fund requirements, hydroelectric, and telecommunications facilities.
- Regularly coordinates and negotiates with senior officials from various private and public entities including but not limited to attorneys, executives, etc.; serves as lead negotiator in writing and managing leases, permits, contracts, and management agreements on behalf of the Borough; resolves complex issues pertaining to negotiations, contracts, leases, and agreements; prepares recommendations, including justifications, for administration and Assembly.
- Manages Borough agriculture programs, including subdivision and farm plans; coordinates with Borough Agriculture Advisory Board, local soil and water conservation districts, the Palmer Center for Sustainable Living, and other conservation organizations.
- Manages land sale payments through bank escrow and land lease payments through direct invoicing; receives weekly, monthly, and delinquent reports; manages defaults and foreclosures; reviews and signs escrow documents.
- Manages Borough municipal entitlement program; coordinates with state agencies and private companies for surveys through patent or quitclaim deed conveyance.
- Manages contaminated sites in coordination with state and consultant groups.
- Researches, analyzes, and develops recommendations with regard to Borough-owned real property; interprets and clears title report with attention to requirements.
- Develops program policies and creates division documents and forms.
- Assists other borough departments with title and real estate related matters.
