Position Description
Under the direct supervision of the Director of Public Housing, the Asset Manager is responsible for the overall administration and control of all residential facilities in the federally assisted Public Housing Program.
Work involves the application of Federal, local, and/or Hialeah Housing Authority regulations, policies and procedures to a wide variety of administrative activities necessary for the successful operation of the housing project.
Duties require the exercise of considerable mature judgment and managerial skills in operating either government owned or leased residence facilities for low income, displaced families, disabled individuals and the elderly. Supervision is exercised over Asset Coordinators and Maintenance Supervisor ensuring that their performance satisfies the administrative and maintenance needs of the developments.
Major Duties and Responsibilities
1. Responsible for overseeing the work of Housing Coordinators.
2. Supervises lease execution and "move-in" checklist with new tenants, ensures tenants are advised on Public Housing Occupancy Requirements and the responsibilities assumed by both the Housing Authority and the tenant in the contract. Investigates tenant complaints and settles grievances.
3. Establishes and maintains harmonious tenant relations, counsels and assists with various social and personal problems, referring the more difficult matters to appropriate staff or community service agencies.
4. Supervises and controls the collection and recording of rent and other charges to include excess utility charges, accounting of and the deposit of all collections.
5. Ensures individual tenant files are maintained in accordance with policy, assists in determining lease delinquencies and individuals to be processed for eviction. Originates correspondence as required.

3. Inspects interior and exterior of dwelling units on a regular basis to ascertain maintenance requirements to assure attractive, sanitary and secure housing units and grounds.
4. Evaluates performance of assigned work force (administrative and maintenance) and reports in accordance with Authority's Personnel Policies as regards advancement or eligibility for merit increases.
5. Responsible for the submission of time and attendance records to the Central Office for record and pay purposes.
6. Coordinate the vacation schedule of work force (administrative and maintenance) assigned to the developments to ensure adequate work force is always present.
7. Ensures the timely completion of work requests. Follows through to ensure tenants' satisfaction.
8. Represents the Authority in court concerning evictions for non-payment of rent and other lease violations. Serves as a witness on behalf of the Authority when needed
9. Prepares and submits annual budget information, initiates required periodic reports, reviews all sales and service charges pertinent to the project, makes necessary adjustment in tenants' accounts, and approves petty cash expenditures.
10. Interacts with Inspection Contractor to ensure that all annual inspections and corresponding reports are completed in a timely manner.
11. Audits 10% of all annual re-certifications on a monthly basis.

Pay: $50,000.00 - $93,000.00 per year
