Position Summary:

Performs a variety of highly complex professional, technical, and analytical duties to support Port Houston’s Asset Management Department. These duties include data collection, cleanup, conversion, and analysis as well as project management tasks and activities to strengthen the department and provide technical visuals results of data analytics for decision makers and key leadership positions across the organization. Additionally, data analytics will be focused on data extraction from Port Houston’s primary business systems which include the Enterprise Asset Management System (EAM), IBM Maximo and Workday and create new tools for the Port’s subject matter experts who may need information from these systems as input for decision making.

Key Responsibilities/Duties:

  • Lead, develop, and facilitate a culture of data driven decision making and creating the tools necessary to advance Asset Management practices.
  • Utilize and analyze various internal as well as industry systems/solutions, processes and workflows that will increase the efficiency, effectiveness, and optimization of Port Assets.
  • Proactively engage with internal stakeholders and leadership to review, document, and analyze the effectiveness of current AM solutions, processes, and workflows.
  • Develop departmental strategies and KPIs to improve and communicate on each Asset Management program as it relates to data analytics.
  • Provide direction and support in the most effective use of Enterprise Asset Management technology, (IBM Maximo or equivalent) to improve and optimize enterprise asset information reporting and analysis.
  • Gather and collect field data of assets using mobile field devices and other related solutions and systems.
  • Review current documented and undocumented work processes and make recommendations for improvements and optimizations to work processes for improved use of Port Assets.
  • Develop models and analyses for the optimization of Port Assets.
  • Analyze current and past trends of Port Assets to identify root causes of potential failure and mitigation techniques and make recommendations to prevent future failures.
  • Create, implement, and manage processes and controls that assure reliable, efficient, and accurate Asset information.
  • Proactively engage with other subject matter experts and departments and analysts to identify, develop, document, and implement value added Asset Management solutions and processes to ongoing work activities.
  • Optimize existing business processes in the use of Assets to drive greater productivity and efficiency in the use of those Assets.
  • Evaluate data and define metrics and recommendations to improve Port of Houston’s project development and delivery process, based on analytics performed.
  • Develop and maintain reports, scorecards, and other similar information on the use of various assets and present that information in an easy-to-understand form (i.e., Graphs, Charts, Maps, Exhibits, Presentations) to decision makers and leadership for more effective use of those assets.
  • Provide information for the preparation of budgets and forecasts related to past and ongoing infrastructure projects and other capital assets.
  • Act as focal person to monitor the use the Port's Enterprise Asset Management (EAM) system for them to complete their daily tasks effectively for the department.
  • Deliver high quality written and verbal presentations to stakeholders to convey goals and objectives, technical direction, and the general status of Port Assets, utilizing data.
  • Proactively engage and manage key strategic relationships with internal Stakeholders for the department regarding data analytics.
  • Act as department focal person with Engineering, Project Managers, Construction Managers, and Maintenance staff to facilitate the reporting of the data analytics of Port Houston’s critical Assets.
  • Prepare the annual budget and the 5-year plan as directed and identify trends.
  • Lead special projects and other ad hoc analyses and tasks as assigned.
  • Identify where improvements can be made to existing systems, processes and procedures that will lead to continuous improvement utilizing continuous improvement methodology (i.e. Kaizen, 6-Sigma).
  • Act as Asset Management focal person to provide input and feedback to the GIS team for improved visualizations to meet the AM objectives and business user needs and requirements.

  • Perform other duties as required.

Education/Experience:

  • Bachelor’s degree from an accredited university in a science such as: Engineering, Computer Science, Data Science, Machine Learning, Physics, Mathematics, Statistics, or other related field of study required.
  • 5+ years’ experience working for an operating company environment, including maintenance, engineering, Asset Management or in another technical capacity.
  • 5+ years’ experience working with company systems and solutions to utilize data to improve performance of an organization's assets.
  • 2 years of technical analytics, data automation, project management or business analysis.
  • Certifications in Data Analytics/Science or Master’s degree is also a preferred.
  • Working knowledge utilizing Enterprise Asset Management (EAM) systems such as IBM Maximo or equivalent required.
  • Working knowledge utilizing financial planning, accounting, or human resource enterprise resourcing management systems such as Workday or equivalent preferred.
  • Experience with data analysis tools such as Tableau, Microsoft Power BI, IBM Cognos, SAS, or others required.

Knowledge, Skills, Abilities and Behaviors:

  • Understanding and exposure to various relational databases such as MS Access, MS SQL Server, etc., preferred.
  • Working knowledge of programming languages such as Python, SQL, R, VBA, or others is a plus.
  • Ability to read technical documents and evaluate product technology by reviewing trade journals, manufacturer's recommendations of materials and other types of research.
  • Ability to use various Business Intelligence solutions such as Microsoft Power BI or MS Excel for the analysis of data and dissemination of that data to others.
  • Advanced knowledge and skills in using software applications such as the Microsoft Office suite (including Visio), with particularly advanced skills in the use of Microsoft Excel in such things as Pivot Tables and V-Lookups and other analytical methods available within the Excel application is a plus.
  • Ability to search other systems for critical Asset information and to extract that information and put into other systems for further use in analysis and other business needs.
  • Ability to function in a consulting capacity across departments and divisions is preferred.
  • Data interpretation skills is required.
  • Exceptional listening, organizational, planning, problem resolution, presentation facilitation and influencing skills is required. • Strong verbal and written communication skills, including ability to listen to stakeholders and understand their expectations and requirements is required.
  • Strong analytical and problem-solving skills with the ability to exercise independent judgement and effectively communicate with peers and management is required.
  • Strong customer service-oriented approach and focus, yet ability to articulate and suggest other potential pathways of accomplishing the objective - never be afraid to ask, "what if."

  • Sound judgement and critical thinking and analytical skills is required.
