This position is for a Systems Engineering Manager working for the Systems Integration and Test organization at RMS, Moorestown. This manager will provide leadership and functional management for over 20 engineers in the Mission Readiness and Expeditionary Prototype (MREP) I&T group. The manager will be responsible for providing leadership oversight of the rigorous test process that supports our live firing missions, including Ballistic Missile Defense Flight Tests, Combat Systems Ship Qualification Trials, Integrated Air and Missile Defense events, and other live fire exercises. In conjunction with those events, this manager will also collaborate as part of a community of practice to drive innovation and improve the efficacy of the Model Driven Test process for use in both mission analysis and system requirement verification. These processes incorporate strategic approaches, such as virtualization, to evolve our test environment. Additionally, this manager will also be responsible for providing robust planning, management, execution resources, and expertise to execute the detailed integration, test, and product performance verification efforts for the Expeditionary Prototype portfolio of programs.
This position also includes leadership over the strategic implementation of data analytics and artificial intelligence/machine learning projects in the system Integration and Test roadmap. In this capacity, this manager provides business analysis insights that enable the development of new test metrics, visualizations, and AI/ML algorithms for the purpose of improving efficacy of our test programs. This leader needs to provide vision and business case supervision to these strategic efforts and will foster the use innovation and creativity to evolve our Integration and Test strategy for our hardware and software products in the System I&T domain.
Functional responsibilities include: 1) Assignment of work tasks, providing performance appraisals, career planning, and training development required for direct reports. 2) Conduct staffing and manpower planning to support current and anticipated projects, including interviewing and hiring personnel as required. Coordinate staffing requirements closely with other Systems Engineering units and IPT leads. 3) Define, communicate and coordinate staffing priorities as well as funding requirements with the appropriate project leads. 4) Act as a stakeholder for programs ensuring domain area is appropriately represented. 5) Review and approve functional proposal inputs including BOEs and scopes of work. 6) Own, execute, and status department and RMS level initiatives, including promotion and adoption of DDME processes. 7) Act as change agent in responsible area with focus on affordability and advancing technical capabilities and innovation.
Basic Qualifications
- BS in EE, SE, Computer Science/Engineering, Physics or equivalent.
- Candidate must have a minimum of 2 years
proven leadership experience within a Systems
and/or Software Engineering discipline, Radar
design or Test experience and a combined minimum 8 years of experience in a technical role.
- Demonstrated Technical Leadership
Requirements: Sustained demonstrated
performance as a technical engineering team
lead (i.e IPT Lead, BDL or Product Owner) where
candidate has led a team of 8 or more members
for a minimum of 2 years is required.
- Cost Estimation & BOE Generation: Experience
with cost estimation generation, development of
cost justifications, Basis of Estimate (BOE)
generation, use of WBOE/GenBOE tools and
Lockheed Martin Tech Ops cost estimation
approval process is required. Ensures
appropriate BOE's are applied, risks and
opportunities identified, and approves cost estimates
- Detailed knowledge and understanding of systems engineering processes, the flowdown of system requirements, and the interaction of system and subsystem requirements that result in a firm set of system and subsystem level performance requirements.
- Earned Value Management: Experience with
earned value management and Cost Accounting
Management (CAM), including work package
definition is required. Earned Value Management
/ CAM certification is required. Candidate must
have experience managing program
cost accounts.
- Knowledge of emerging system engineering practices and experience in adopting and implementing key practices.
- Strong risk management experience and expertise, including identification, mitigation and abatement planning and tracking.
- Demonstrated experience in driving data driven change in support of improving affordability and quality.
- Knowledge of Automated Test techniques, Model Based test Design, and Agile processes
- Strong customer focus with a proven record of outstanding customer satisfaction.
- Strong oral and written communications skills.

Ability to work remotely
Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedule Information
Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Colorado Pay Statement
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, or Washington is $100,400 - $192,500. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
Benefits offered: Medical, Dental, Vision, Life Insurance, Short-Term Disability, Long-Term Disability, 401(k) match, Flexible Spending Accounts, EAP, Education Assistance, Parental Leave, Paid time off, and Holidays.
(Washington state applicants only) Non-represented full time employees: accrue 10 hours per month of Paid Time Off (PTO); receive 40 hours of Granted PTO annually for incidental absences; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of PTO per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO is prorated based on hours worked and start date during the calendar year.
This position is incentive plan eligible.
Premium Pay Statement
Pay Rate:
The annual base salary range for this position in most major metropolitan areas in California and New York is $115,500 - $217,500. Please note that the salary information is a general guideline only.
