Job description

The M-NCPPC, Arts and Cultural Heritage Division is seeking a full-time, permanent Arts Specialist with a primary emphasis on scheduling concerts and Performing Arts programs throughout Prince George's County. Duties will include providing technical assistance and consultation to individual artists and arts organizations; developing, producing, and marketing Performing Arts events and festivals; assisting with other Department of Parks and Recreation activities. The position will be responsible for: supervising assigned part time staff; managing Performing Arts programs; monitoring contracts and budgets; writing program proposals and evaluations; serving as a department-wide resource in the Performing Arts and working in partnership with other agencies.Primary duties for this position include:
  • Managing the Fairwood Summer Performance Series,
  • Managing performances and arts events at the Southern Area Aquatics and Recreation Complex in Brandywine, MD.
  • Serving as a liaison within the Department of Parks and Recreation to provide arts resources as needed, especially for festivals, cultural events, and cultural heritage programs.
Applicants should possess a bachelor's degree or four years professional experience programming in the Performing Arts. This position requires working a flexible schedule, which will include evenings and weekends.
Job description
The Arts Specialist will produce a variety of arts programs throughout the County, focusing on performances, special events, and other arts programs. The Arts Specialist will develop arts programs for Department of Parks and Recreation sites using research for best practices in developing community arts programs. The programs align with Department priorities, have purposeful outcomes, and have a positive impact on the programs' participants.
Essential Job Functions
Produce Programs:
  • Designs and manages a broad variety of Performing Arts and culturally relevant programs, events, and classes.
  • Conducts research and patron surveys and attends professional events to support continued program improvement.
  • Meets with artists and arts organizations to provide public relations and community engagement.
  • Organizes and facilitates special programs and events in surrounding community on behalf of the Division or Department.
  • Produces and reviews technical riders for performances with specialized requirements and procures necessary equipment to produce events/programs.
  • Negotiates performance contracts and fees and sets ticket fees in accordance with cost recovery guidelines.
  • Sets programs standards and regularly evaluates programs to assess and report program effectiveness as well as accomplishment of goals and objectives.
  • Ensures high quality customer service.
  • Works collaboratively with internal and external entities to produce arts activities and programs for youth, teens, adults, and seniors.
Marketing and Promotion:
  • Develop marketing plans to publicize arts programs, events, and services.
  • Collect publicity materials from artists; ensures appropriate use of copyrighted materials.
  • Write publicity copy, determine themes and concepts for publicity materials.
  • Provide information for Division and Department marketing efforts.
  • Represent the Division and Department to the community and to special groups concerned with the arts and culture. Meet with community members and organizations, give presentations, and provide information on programs.
Budget Management:
  • Monitor program budgets.
  • Provide input on the annual budget for arts programs.
  • Align expenses appropriately with proposed work programs and provide budget justifications.
  • Provide input on spending plans within approved budget, and ensure spending plans reflect up-to-date activity.
  • Complete cost recovery plans for the work program to demonstrate how the work program meets Department standards and goals for community service.
  • Submit program costs to the with Countywide Arts Coordinator and adjust budgets as necessary.
  • Submit quarterly projections for work program, indicating estimated revenues and expenditures; recommend reallocation of funds if applicable.
  • Prepare purchase requests, check requests, contracts, and purchase card requests following the correct procurement procedures.
  • Track service and participation data to submit for monthly and annual reports.
Division Administration and Other Duties:
  • Serve on Department committees, as assigned.
  • Attend Department programs and trainings.
  • Investigate accidents, complaints, etc.
  • Maintain records for work program.
  • Complete all required trainings.
  1. Bachelor's Degree in Arts, Recreation or any related field.
  2. Three (3) years of professional experience in an appropriate discipline (e.g. music, theatre, fine arts).
  3. An equivalent combination of education and experience may be substituted, which together total seven (7) years.
  4. Valid driver's license , or the ability to acquire one, in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  5. Pass Commission medical examination.
