JOB SUMMARY

The Area Property Manager is responsible for mentoring, training, developing, and supervising Property Managers of assigned properties, and shares responsibility for maintaining assigned properties in good condition and repair as well as for their overall performance. The Area Property Manager serves as a role model for Property Managers, helping them set goals and priorities and providing them with the tools they need to successfully manage their properties and provide superior customer service to their residents. The Area Property Manager oversees the day-to-day management of assigned properties, ensures quality services are provided to residents and maintains positive relations with residents, vendors, governmental agencies, and co-workers. The mix of managed properties assigned to the Area Property Manager may include both federally assisted properties and market rate properties.

PRIMARY DUTIES

  1. Operations management

a) Establish and implement an effective communication system among Property Managers and act as liaison between Property Managers and corporate staff.

b) Assist in management of all property emergencies or crises, insurance claims, significant budget departures and issues related to capital improvements.

c) Visit and inspect each site at least weekly and update management on property condition and performance.

d) Regularly perform property inspections to ensure the highest standards are maintained; oversee maintenance, grounds, and housekeeping operations; conduct periodic inspection of vacant apartments to confirm market-ready condition.

e) Direct the marketing and leasing program including advertising and marketing activities, showing property, reviewing applicants, preparing all required move-in paperwork as well as leases or rental agreements, conducting move-in and move-out inspections, and collecting rents and security deposits.

f) Obtain bids for and execute capital improvements and contracts and perform related inspections of the work. The Director of Maintenance will also provide support in this area.

g) Review marketing, leasing, and vacancy reports with staff and monitor leasing and occupancy goals for all assigned properties on a weekly basis; assist Property Managers to prepare for and proactively fill vacancies.

h) Resolve any resident relations issues that arise.

2. Administrative

a) Advise the Director of Property Management of all property emergencies or crises, actual or anticipated lawsuits, insurance claims, significant budget departures and major pending capital improvements.

b) Participate in eviction of tenants as needed, including working with attorneys, assisting in preparing lease termination and eviction letters, unlawful detainer filings, preparation for court, and appearing with the site staff in court.

c) Ensure assigned property management staff are complying with company administrative and regulatory policies and procedures.

d) Subject to approval from the Director of Property Management, obtain bids for and negotiate contracts for items such as maintenance, security, trash removal and groundskeeping services and/or oversee these activities when assigned to Property Managers

3. Financial Operations

a) Review property status and financial analysis reports and assist auditors at year-end to clarify issues and provide documents as needed.

b) Monitor rent collections/delinquencies, reconciliations.

c) Participate in preparing the annual operating budget for assigned properties.

d) Monitor financial results against budget monthly and discuss variances with the Director of Property Management and/or Controller as appropriate.

e) Review and approve expenditures within specified budgetary guidelines.

f) Oversee and approve the accurate coding of invoices by Property Managers weekly.

g) Monitor rent collections and delinquencies.

h) If overseeing fee managed properties, provide owners with a monthly report and review of financial statements

4. Supervision

a) Mentor, supervise, train, and develop site staff (managers, maintenance, caretakers, and groundskeepers) in accordance with company policy and directives.

  • Participate in hiring site staff as requested by the Director of Property Management.
  • Oversee and meet regularly with staff regarding job performance, property standards, occupancy, and other key requirements.
  • Address and document performance issues in a timely, professional manner, including conducting timely performance evaluations.
  • Recommend and assist in the termination of staff, when needed.

b) Periodically conduct staff meetings to review policies and procedures, discuss property goals and objectives, review reports and solve problems.

5. Compliance

a) Day-to-day compliance activities:

  • Ensure properties in the assigned area are adhering to all required compliance requirements.
  • Train new and existing staff in the assigned area in compliance with requirements related to their assigned properties.

b) Attend seminars and continuing education courses as approved.

SECONDARY DUTIES

  1. Manages miscellaneous projects and completes various tasks as needed by management.
Requirements:

JOB QUALIFICATIONS

Desired Education and Experience

  • B.A. or B.S. degree in business or related field, or equivalent.
  • 5 or more years of experience in property management.
  • 2 or more years of leadership/management/supervisory experience.
  • Knowledge of and experience in affordable housing, HUD property management, Fair Housing Laws and regulations and related compliance preferred.
  • Must possess a valid driver’s license and reliable vehicle to regularly travel to Nationwide property locations across the State.
  • Must possess excellent computer skills (MS Office and property management software, REAL PAGE preferred).

  • Excellent organizational and time management skills, detail orientation, and ability to set and meet priorities for self and others.
  • Understand, display, and teach high levels of internal and external customer service.

PHYSICAL REQUIREMENTS NECESSARY TO PERFORM THIS JOB

Must be able to:

  • Use the telephone and communicate with people inside and outside the office.
  • Apply manual dexterity and visual acuity for computer keyboarding and office equipment use.Visual ability to use computers and read reports, emails, and notes; visual ability to perform property and unit inspections.
  • Physical ability to travel by vehicle to assigned properties, including overnight stays as needed.
  • Physical ability to walk around all assigned properties (including traversing various terrain in all weather conditions, going in/out multiple buildings, climbing stairs and ladders, etc.) as needed to attend meetings, perform inspections and safety checks, meet with residents, address emergencies, and perform other property related activities.
  • Able to work flexible hours including more than 40 hours/week, as necessary; must be willing to periodically work evenings and weekends as needed.

TOOLS AND EQUIPMENT USED

Must be able to:

  • Use multi-line telephone, calculator, copy machines, computers, cell phone, and other office equipment.

WORK ENVIRONMENT

The work is both indoors and outdoors. Must be able to go outside in all MN weather conditions and varying temperatures to address property-related issues. There will be periods spent in extreme temperatures and weather conditions including heat, cold and humidity when performing daily tasks and property inspections and tours.
