This position will report physically to DCF Headquarters in Tallahassee in the Office of Information Technology Services. 

Working Title: Senior Application Developer

 

DESCRIPTION

The Department of Children and Families, Office of Information Technology Services, is looking for a talented and ambitious developer to join our exciting team.  This position will support the Department's mission as a senior application developer on a small but talented team of software developers, business analysts, and project managers.  Job duties will include but not be limited to designing, developing, testing, deploying, troubleshooting, and maintaining software applications that support the business needs of the department.  They are adept at converting system requirements and specifications into sound technical solutions. They also mentor other development staff on the use of application development tools, best practices and the department's standards and procedures.

This position will work with other members of the IT team, as well as our customers and stakeholders in the Department's business areas, to help define application software and interface requirements. The incumbent achieves operational objectives by implementing quality and customer-service standards, resolving problems, determining system improvements, and implementing change.

Opportunities exist to contribute to the enhancement, development, configuration, and delivery of applications and solutions using new platforms, technologies, and tools being adopted by the Department as part of major IT modernization initiatives (e.g., an enterprise data warehouse, an enterprise application services bus, rules engine tools, a document management system, a new service management platform, etc.). REQUIREMENTS

Education and Work Experience:

A bachelor's degree from an accredited college or university and five years of experience in computer programming; or

A bachelor's degree from an accredited college or university with a major in one of the computer sciences or management information systems and four years of experience in computer programming; or

A master's degree from an accredited college or university in one of the computer sciences or management information systems and three years of experience in computer programming; or

A doctorate from an accredited college or university in one of the computer sciences or management information systems and two years of experience in computer programming; or

Six years of experience in computer programming, and either (1) completion of a 720-classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.

Experience in computer programming can substitute on a year-for-year basis for the required college education.

Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required computer programming experience.

 

Other Job-related Requirements:

Ability and willingness to work a flexible work schedule, which may include working in the evenings, weekends and or holidays.

Four years of Full Stack .NET Developer experience.

Four years of SQL Server database experience.

Skills with core Microsoft Office products (Word and Excel).

Experience mentoring or training others.

 

PREFERENCES

Professional experience with low-code platforms, including Microsoft PowerPlatform, Salesforce, ServiceNow, SimpliGov, or OutSystems.

Experience with Agile/Scrum.

Experience with Entity Framework, Drapper, or other ORM.

Professional experience using Azure DevOps.

Professional experience using GIT.

Professional experience configuring build and/or deployment pipelines.

Professional experience with additional technologies used at DCF, including developing Application Programming Interfaces (APIs) including the use of tools such as Mulesoft, configuring or using business rules engines such as InRule, integrating business applications with an identity management service such as Okta or with backend document/content management systems such as OnBase.

Skills with additional Microsoft Office products (PowerPoint, Visio, Project).

Knowledge of DCF business processes and systems, or similar processes and systems in a large organization or enterprise.

 

EXAMPLES OF WORK

 

SOFTWARE DEVELOPMENT: Designs, creates, and modifies software components that satisfy defined requirements, are well formed and formatted, efficient, effective, tested, and free of any known bugs; Designs, creates and modifies user interface components that are compliant with the provisions established in Section 508 of the Rehabilitation Act; Creates, maintains and utilizes database objects to include tables, views, indexes, constraints, stored procedures, functions, triggers, and scheduled jobs; Masters new skills and technologies required to support the business needs of our customers; Assists in the development of application development policies, procedures and standards; Assists system architects in the design of enterprise architecture components and services; Leads application code and design reviews; Reports project risks to Project Manager; Architects and develops reusable functions, methods, and/or classes; Creates project set base framework for new application developments; Writes detailed technical specification documents and applies best practices while designing applications.

TESTING AND QUALITY: Creates test plans that are appropriate for the scope of assigned tasks; Designs, creates, and executes unit tests that prove software units perform as required; Participates in the design and execution of system testing that prove systems function as specified; Plans and executes user acceptance testing activities; Documents the result of testing and measures the effectiveness of test cases; Mentors other developers on practices to improve the quality of their software; Sets standards for writing test scripts and application quality check.

MAINTENANCE AND SUPPORT: Monitors the performance of production applications and responds quickly to any reported outages; Troubleshoots and diagnoses performance issues with existing applications; Coordinates the analysis of reported defects and the corrective actions; Coordinates the delivery of technical assistance to IT staff, internal organizations and customers; Responsible for updating applications for any new or existing security vulnerabilities identified.; Responsible for periodically upgrading software/hardware to the latest versions working with partners.

REQUIREMENTS AND ANALYSIS: Participates in requirements gathering with project stakeholders; Participates in the development of detailed design specifications based on business requirements; Analyzes application performance and devises plans to address issues; Participates in Joint Application Development design sessions with customer; Responsible for recommending best analysis based on his/her expertise.

PLANNING AND ESTIMATION: Participates in project planning activities and supports governance processes; Produces accurate estimates of the work required to accomplish assigned tasks; Creates work plans that outline steps required to complete assigned tasks

DEPLOYMENT: Creates and maintains system deployment plans; Works with DCF and FLDS staff to complete well-organized deployments of software updates; Performs system verification to ensure deployments are successful; Responsible for resolving quickly any problem that arises during deployment; Provides post deployment support.

DOCUMENTATION: Creates and maintains application documentation that conforms to established documentation standards; Participates in the design and implementation of documentation standards and practices
