Provide CalWORKs, CalFresh, MediCal, and MediCal redetermination application assistance to low income individuals and families who are potentially eligible for the benefits and provide support for families eligible for WIC with the enrollment process. The primary goal is to educate and inform the community about eligibility requirements for public benefits and WIC, increase awareness of these programs, and help with completing online applications through Benefits Cal or help with WIC enrollment process.

As a Lead Application Specialist, your role is to ensure that the policies, procedures, and service delivery are uniform while at outreach/tabling and enrollment events, mentor and serve as a point of reference to new hires and Application Specialists. This role will be responsible for completing special projects and will on occasion support program director and/or program supervisor with other tasks.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Conduct eligibility assessments for individuals and families potentially eligible for CalWORKs, CalFresh, MediCal, MediCal Redetermination, and WIC.
- Maintain accurate documentation of all services provided.
- Ensure compliance with relevant local, State, Federal, and Health Home Network regulations, as well as agency policies and deliverables.
- Engage and participate in community outreach and tabling to raise awareness of these programs to potentially eligible families; provide support to Application Specialists at program events.
- Distribute promotional materials like flyers to market program services.
- Collaborate with the Program Director to identify program needs.
- Report program-related issues, procedures, and staff incidents to the Program Director.
- Support with overseeing the day-to-day operations of the program.
- May assist in creating the monthly staff schedule.
- Attend staff meetings and interdepartmental/agency-wide activities.
- Complete all mandatory training sessions.
SUMMARY OF OTHER JOB DUTIES:
- Serve as the point of contact for outreach/tabling and enrollment events.
- Assist with onboarding and new hire training; mentor and shadow new hires.
- Handle intake, online application processes, and AWARDS training for new hires.
- Take responsibility for additional assigned projects, seeing them through to completion.
- Offer telephone availability and customer service support to clients during work hours.
- Represent Catholic Charities in a professional manner.
QUALIFICATIONS:
EDUCATION AND EXPERIENCE
- High School Diploma or higher/equivalent
- Customer service or equivalent experience
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Proficient bilingual skills in a language commonly spoken by immigrants living in Santa Clara County (Spanish, Vietnamese, Mandarin, Cantonese, Tagalog, etc.).
- Capable of creating and implementing processes, techniques and strategies to meet program needs.
- Basic computer skills for inputting information to complete CalWORKs application information.
- Confidentiality: Job requires and adheres to California law regarding Welfare and Institution Code 5328.
- Excellent communication and researching skills.
- Excellent word processing proficiency.
- Excellent customer service skills; friendly, dependable and flexible.
- Ability to deal with the public in a helpful and supportive manner, including interviewing skills. Interviewing skills training will be provided as needed.
PHYSICAL REQUIREMENTS
- Ability to work at a desk for extended periods of time.
- Ability to use a computer workstation.
- Ability to lift up to 25-30 lbs.
- Ability to travel predominantly within Santa Clara County. Travel time and mileage are reimbursed.

- Criminal background check via livescan fingerprint
- Must have TB test performed and submit results
- Provide proof of COVID-19 vaccination and booster status
- Automobile, valid driver's license and auto insurance per agency policy; or have access to reliable transportation
WORKING CONDITIONS:
- Work will be conducted mostly in a shared office environment. Minimal environmental noise and frequent interruptions.
- Team and consumer driven environment. Must be able to adjust and adapt to daily changes as needed.
- Adhere to a business casual dress code. During outreach/tabling and enrollment events, employees must wear black or dark jeans, a CCSCC T-Shirt or Polo shirt, and a CCSCC employee badge. No tights or any other color pants.
HOURS AND OTHER CONDITIONS:
- Standard office hours are Monday through Friday, approximately 8:00AM to 5:00PM
- This is a full-time, non-exempt position. Must also be available for non-traditional business hours, such as weekends and evenings for program events.
