The San Luis Obispo County Air Pollution Control District (APCD) is accepting applications for an Air Quality Specialist II / III.

The San Luis Obispo County APCD is seeking a highly motivated and team-oriented individual to join our Planning and Grants Team. This team's goal is to help our community by implementing emission reduction grants and efficient land use/transportation strategies. This position performs a variety of office and occasional field work. Tasks will include the review and administration of grant projects under varying state guidelines, review of new land use projects, and the development of land use/transportation policy. Other tasks will include outreach events and public communication, coordination with other divisions and agencies, and participation in steering and technical advisory committees. The Air Quality Specialist II, and III positions are part of the career series of Air Quality Specialist Trainee, and Air Quality Specialist I, II, and III.

The San Luis Obispo APCD:

The APCD is a local agency working to protect the health of over 280,000 county residents in beautiful San Luis Obispo County on California's Central Coast. With a mission to protect Air Quality, the APCD focuses on business assistance and education. By partnering with the local community to implement pollution-reducing regulations and programs, the APCD moves the county forward towards attainment of state and federal Air Quality standards. The APCD is governed by a Board of Directors comprised of 12 elected officials, representing each district of the county and the seven incorporated cities. The APCD supports a work-life balance, offers a generous salary and retirement pension, and provides an opportunity to contribute toward protecting public health in our community. The SLO County APCD also offers a hybrid work schedule following successful completion of a new hire's probationary period and also offers a 9/80 schedule.

THE IDEAL CANDIDATE:
Characteristics of the ideal candidate include:
  • Bachelor of Science degree in environmental science or policy, city and regional planning, public health, physics, chemistry, engineering, or other physical science or closely related field. Experience in a closely related field may be accepted in lieu of a degree,
  • Prior experience as an Air Quality Specialist or in closely related field administering grants and programs in compliance with state guidelines and regulations-3 years to qualify for the Air Quality Specialist II classification; 4 years for the Air Quality Specialist III classification,
  • Ability to work well and collaborate daily with a team and independently, with the ability to hold yourself accountable during times of limited supervision.
  • Familiarity with local, state, and federal air pollution rules and regulations,
  • Comfortable jumping in, researching regulations, asking questions, and making sound decisions within established guidelines,
  • Confident when communicating to the public, stakeholders and elected officials,
  • Strong interpersonal skills, including the ability to work with a wide variety of people and demonstrate successful conflict resolution when appropriate,
  • Detail-oriented with the ability to manage and prioritize multiple assignments,
  • Excellent verbal and written communication skills,
  • Highly motivated and self-reflective,
  • Ability to work independently and as part of a team,
  • Strong desire to strive for the greater good of the community, and
  • Strong desire to contribute to a positive work culture.

Typical Tasks and Representative Duties:
In addition: persons employed under the Planningand Grants Team will do the following:
  • Administer and manage budgets for existing APCD community emission reduction grant programs,
  • Evaluate grant project applications under those programs to implement using varying state guidelines,
  • Identify and apply for new community emission reduction grant funding sources,
  • Develop and implement public communication strategies to support division program goals,
  • Develop and coordinate the implementation of land use and transportation strategies and policies in partnership with local, regional, and state planning and transportation partners,
  • Consistent with CEQA and NEPA, evaluate the Air Quality and GHG impact and mitigation assessments in the environmental documents of new land use development,
  • Prepare written reports and correspondence,
  • Provide technical assistance to other agencies, community-based organizations, or the public,
  • Present on behalf of APCD to other agencies, community-based organizations, or the public,
  • Develop and present APCD Board items,
  • Perform long-range planning activities utilizing simulation modeling and Air Quality prediction technologies,
  • Assist in preparation and updates of the Clean Air Plan, and
  • May assist in other APCD program areas and perform other related work as required.

Distinguishing Characteristics
Air Quality Specialist II: This is the journey-level classification for the Air Quality Specialist series. Incumbents are assigned the more complex responsibilities and, under general supervision, perform specialized and more complex Air Quality monitoring, enforcement and inspection, and/or Air Quality planning activities.
Air Quality Specialist III: This is the advanced level in the series. Incumbents in this classification perform the most complex tasks in the division. Under direction maintain extensive planning and operations manuals; act as program specialists in Air Quality monitoring, enforcement or Air Quality planning, and/or team leader in multi-disciplinary task groups; and develop new or modify existing program elements.
Minimum Qualifications
Education and Experience

All levels: Graduation from high school or possession of a GED certificate AND:Either A: 60 semester units (90 quarter units) from an accredited college and two years of job-related technical experience involving the application of scientific and engineering principles; OR B: Graduation from an accredited four-year college or university with a degree in physics, chemistry, engineering, meteorology, public health, air pollution control, or other physical science, meteorology, regional planning, or a closely related field or 110 semester units (165 quarter units) and graduation prior to the effective hire date.
Air Quality Specialist II (In addition to the education listed above): Either A: Three years of experience in air pollution monitoring or planning or a closely related industrial standards enforcement field; OR B: One year of experience equivalent to an Air Quality Specialist I.
Air Quality Specialist III (In addition to the education listed above):Either A: Four years of experience in air pollution monitoring or planning or a closely related industrial standards enforcement field, one year of which must demonstrate specialized technical program supervision; OR B: Two years of experience equivalent to an Air Quality Specialist II.

Licenses and Certificates

Must obtain a Visible Emissions Evaluation Certificate issued by the State of California within the first six months of employment (Enforcement only).
A valid driver's license is required at the time of application. A valid CALIFORNIA driver's license is required at the time of appointment and must be maintained throughout employment.
