BASIC PURPOSE
Reporting to the Executive Director, the Animal and Medical Care Manager directs, supervises, and coordinates the activities and assignments of assigned section staff. This position is responsible for ensuring the safe and humane treatment of all shelter animals, which includes but is not limited to, ensuring staff uphold the highest standards of care for animals housed within the shelter; monitor work, evaluate performance, and resolve any performance issues that could impact the health/safety of both staff and animals; and ensures compliance with policies on adoption, licensing, and redemption of animals with local ordinances.
Presents a positive, enthusiastic, and professional image when representing Joint Animal Services (JAS) internally and externally. Models and promotes a diverse and inclusive staff culture that is friendly and outgoing, collaborative, and free of judgment.

ESSENTIAL DUTIES AND RESPONSIBILITIES
These duties include but are not limited to the following:
Team Leadership and Development
  • Directs, supervises, collaborates and coordinates the activities and assignments of Animal Care Technicians, Volunteer and Outreach Coordinator, Positive Outcomes Coordinator, Veterinary Assistant, and other assigned staff.
  • Facilitates training to promote staff growth and development, implementation and adherence to best practice and organizational policy. Oversees the staff evaluation process.
  • Mentors and collaborates with team members to promote consistency and ensure operational expectations and standards are practiced.
  • Participates as a supportive member of the Leadership Team to identify health and safety concerns, temperament issues, safe and humane handling, and adoptability of Shelter animals.
  • Regularly participates in and conducts meetings with other members of the staff to share ideas and suggestions designed to improve working conditions and the programs of JAS.
  • Works with the Leadership Team to create and implement various animal care protocols and procedures including but not limited to physical examinations, vaccinations, behavior, euthanasia and other procedures.
  • Assists the Executive Director and Lead Veterinarian with solicitation, hiring and performance management and development of medical support staff and volunteer training programs.
  • In conjunction with the Lead Veterinarian, manages relationships with community veterinary clinics and coordinates all medical appointments and procedures for shelter animals.

Section and Project Management
  • Manages all aspects of the day-to-day behavior, and animal care operations including flow and capacity for care.
  • Ensures that work is completed in a timely fashion in accordance with established procedures and state laws, assists with daily activities when necessary.
  • Manages the medial staff(s) performance as instructed by the Lead Veterinarian.
  • Works collaboratively with the Lead Veterinarian to help schedule veterinarians, veterinary technicians, and other veterinary personnel contracted to work with JAS.
  • Oversees, supervises and trains staff in animal handling in accordance with Fear Free Certification best practices and euthanizing animals according to established procedures, including proper documentation required by law.
  • Creates and oversees the Behavior Program to ensure the mental and behavioral wellbeing of the animals.
  • Identifies areas of opportunity and growth for implementing industry best practice programs that keep Animal Services as a leader within the Animal Welfare Community, such as Standards of Care, Capacity for Care, Fear Free guidelines for Shelters, etc.
  • Understands and implements operational compliance with current federal, state, county, and local laws, regulations, and guidelines that affect operations, to include management of controlled substances.
  • Participates in the budget process with the Leadership Team to develop and adhere to the approved budget.
  • Assures the maintenance and use of shelter operational software, maintaining animal records as required and reviews the work of others on a regular basis to ensure that accurate and timely information is available and current.
  • In coordination with the Operations Manager and Executive Director, the Animal and Medical Care Manager is responsible for generating monthly and annual statistical reports for JASCOM, the policy board.

Technical Expertise
  • Implements and monitors animal care initiatives to meet and exceed the standards of humane animal care.
  • Responsible for ensuring the most direct pathway from source to home, while improving animal welfare during the process.
  • Ensure that computer inventory matches animal location within the shelter and all animals have been given their vaccines on intake.
  • Works with the Animal Care Technicians to ensure animals are housed appropriately and moved in a timely fashion according to their health, behavior, holding status and placement options.
  • Responsible for Drug Enforcement Administration/Board of Pharmacy requirements and related procedures involving monitored or controlled veterinary pharmaceuticals.
  • Establish and actively lead the rounds process, establishing pathways for animals and ensuring a continual flow of animals through the shelter system.
  • Manages and orders all shelter and Medical supplies such as but not limited to, surgical supplies, medications, cleaning supplies, food, etc. Including generating invoices and manages billing related to Animal and Medical Care.
  • Manages and coordinates any and all needs for confiscated animals brought in from our field team.

Budgeting
  • Assists in the monitoring and preparation of the JAS budget. Makes recommendations for the budget to the Executive Director as part of the budget process.
  • Monitors and manages assigned account budgets.
  • Develops cost effective options and alternatives to meet anticipated workloads.

Other duties as assigned
  • Provides on call support to respond to shelter emergencies on an as needed basis, and serves as on-call resource after hours.
  • Assists with filling vacancies in the kennel and Medical areas as they arise due to vacation, sick leave, and other staff emergencies on an as needed basis.
  • Participates in Saturday rotation for shelter coverage.
  • Assists the Executive Director with other duties as assigned.

QUALIFICATIONS
REQUIRED QUALIFICATIONS:
H.S. Diploma or G.E.D. AND three (3) years of experience in a veterinary or shelter setting performing animal care duties with procedural experience in billing, ordering and maintaining client relationships. Must have two (2) years of work experience operating in a busy, public oriented office, which may have been obtained concurrent to other required work experience. In addition, the qualified applicant will also have a minimum of two (2) years of supervision, which may have been obtained concurrent.
*College level course work in business administration, communications, biology, animal science or related field, may be substituted year for year for two (2) years of the required experience in a veterinary or shelter setting.
*May have a combination of experience, education, and training that would substitute for the above requirements.
PREFERRED QUALIFICATIONS:
  • Experience coordinating with veterinary staff internally and/or externally for services and care.
  • Certification in euthanasia procedures.
  • Veterinary Medical Clerk License.

SPECIAL REQUIREMENTS OR LICENSE(S):
  • Must successfully pass a thorough background investigation and reference checks.
  • Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position, with or without a reasonable accommodation.
  • Must have a valid Washington State driver's license and a driving record acceptable to the City and the City's insurance carrier, OR must be able to provide own transportation to and from job, and to meetings.
  • When necessary, this position assists and/or performs euthanasia and must be certified in euthanasia procedures or have the ability to obtain certification within one (1) year from the date of hire.
  • Must possess a Veterinary Medical Clerk License or have the ability to obtain licensure within six (6) months of the date of hire.
  • Must be attentive to job safety considerations and follows all required safety policies, procedures and techniques.
  • Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
  • Must be certified in legend drugs and euthanasia procedures within one (1) year of the date of hire.
  • Must possess or have ability to obtain an industrial first aid card within six (6) months of the date of hire.
  • Must have the ability to work a flexible schedule (evenings and/or weekends) when required.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
  • Animal behavior.
  • The Standards of Care as outlined by the Association of Shelter Veterinarians.
  • Veterinary medicine in a shelter setting.
  • Disease control.
  • General office procedures, word processing, and general spreadsheet and graphic applications.
  • Animal Ordinance and State code relating to animals, animal cruelty investigations, and documentation techniques.
  • Personnel supervision techniques and procedures, interpersonal skills and practices, and effective customer service techniques.
  • Effective project management techniques and principles.
  • Washington State Public Records Act and records management best management practices.
  • Security best practices and trends, such as common exploits, vulnerabilities and countermeasures.
  • The use of software programs (word processing, spreadsheets, online systems, etc.).

Skill in:
  • Operation and use of computers, and knowledgeable in the use of software programs.(i.e. Microsoft Office, Outlook, Word, Excel, PowerPoint and shelter or veterinary management software).
  • Developing policies and procedures, researching technology solutions and utilizing creative thinking.

  • Maintaining confidentiality of sensitive information and communicating with tact and diplomacy.
