TheDamage Prevention Analyst manages the company's one call ticket management system. This role manages the structure and personnel configuration for this system as well as ensures all one call tickets are received and worked in compliance with state's laws. This role analyzes maps and other resources to determine if excavation activity near Phillips 66 Pipeline assets poses a safety concern; the analyst then processes the ticket based on that decision in accordance with Phillip 66 safety policies. The analyst is trained to work a large volume of tickets daily with accurate results while performing other responsibilities associated with one call ticket management.
Responsibilities May Include:

  • Implementing and administrating of the company's One-Call program.
  • Administering ticket management system's user base, architecture, auto-processing and provisioning.
  • Determining if an excavation will not affect Phillips 66 Pipeline.
  • Disseminating incoming locates to correct field personnel.
  • Ensuring Phillip 66 Pipeline's compliance with local, state, and federal One-Call regulations.
  • Providing analytical support for pipeline locates received from state One-Call centers.
  • Monitoring daily audit report for data received.
  • Maintaining daily One-Call metrics on pipeline locate requests and ticket response and closure metrics.
  • Providing One-Call systems support to Pipeline and Terminals field offices.
  • Receiving, analyzing and effectively responding to inquiries from the public.
  • Following Phillip 66 Pipeline's safety policies and procedures.
  • Identifying excavators in violation of state laws.
  • Providing support for regulatory compliance (DOT) personnel.
  • Maintaining mapping application used and created by Phillips 66 personnel in determining impact of excavation near Phillips 66 pipeline assets.
  • Creating map files for new subdivisions near Phillips 66 Pipeline to share with other groups as potential HCA.
  • Accurately creating and maintaining registration areas (buffers) using mapping software for submission to state one call centers.
  • Acquiring and maintaining verifiable parcel information for implementation into One-Call maps used in conjunction with GIS Parcel layer.

Required Qualifications:
  • Legally authorized to work in the job posting country.
  • High School Diploma or GED equivalent.
  • 1 or more years of experience in a customer service role.
  • Ability to work holidays on an as-needed basis.
  • Proficient in Microsoft Office.

Preferred Qualifications:
  • Associate's degree.
  • Strong analytical skills.
  • Strong interpersonal skills (listening, training, teaming, etc.).
  • Basic understanding of One-Call process.
  • Real Estate or Right of Way experience.
  • General pipeline One-Call experience.
  • General knowledge of SAP.
  • Ability to read topographic and USGS quadrangle maps.
  • Familiar with GPS mapping system components.
  • Good oral and written communication skills.
  • Customer focused.
  • GIS experience.

Midstream
Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
