Description

POSITION TITLE:      Airport Operations Specialist & Security Coordinator

DEPARTMENT:         Airport Operations

FLSA STATUS:         Exempt

SALARY RANGE:     $55,000 - $74,000/Annually

 

PURPOSE OF POSITION:

Under general direction, plan, manage, and coordinate the security-related activities and communications, and security program for the Grand Junction Regional Airport.  Coordinates and performs Airport Operations in various areas such as airside, terminal, landside, construction, security, and fleet maintenance. Ensures the facilities and support systems are appropriately maintained and functioning properly; monitors airside operations and ensures safety and efficiency, and that all activities comply with applicable rules, regulations, directives, policies, and procedures. Implements programs and performs projects that ensure safe and efficient Airport Operations; handles airport customer and tenant service issues and requests. Strong emphasis on being a self-starter and being able to perform work with little to no supervision.

 

ESSENTIAL JOB FUNCTIONS:

  1. Serves as the Airport Security Coordinator, as defined in 49 Code of Federal Regulations (CFR) 1542.
  2. Ensures compliance with and enforcement of all aviation security laws, regulations and policies. Oversees the Airport Access Control, credentialing and personnel ID, Secured Area/SIDA/AOA security, airfield perimeter security, contingency and incident management plans, airport vendor security, and other similar activities as outlined in the Airport Security Program and any applicable security regulations and/or directives.
  3. Serves as one of the Airport's contacts for security-related activities and communications with the Transportation Security Administration (TSA).
  4. Authorizes and determines the necessity for security clearances to airport users seeking access to the Security Identification Display Area and Sterile Area (SIDA).
  5. Reviews with sufficient frequency all security-related functions to ensure that all are effective and in compliance with 49 Code of Federal Regulations (CFR) 1542, its security program, and applicable security directives.
  6. Utilizes a computer via Microsoft Office and access control/badging software, to conduct daily, weekly, monthly and annual audits to assure compliance under CFR 1542.
  7. On occasion, fulfills the daily duties as assigned in the Airport Certification Manual (ACM) and Aircraft Rescue and Firefighting (ARFF) under FAR Part 139.
  8. On occasion, performs firefighting activities including driving large fire apparatus, operating pumps and related equipment, laying hose, fire suppression, passenger safety and egress, rendering emergency aid.
  9. Immediately initiates corrective actions for any instance of non-compliance with CFR 1542, its security program, and applicable security directives.
  10. Serves as liaison with airline managers and related airport tenants, and other Security Coordinators regarding air carrier security related issues.
  11. Develops and reviews airport security programs, directives, and activities of airport tenants and employees to ensure compliance with city, state, and federal security and safety regulations.
  12. Prepares reports and/or conducts presentations to stakeholders, as necessary.
  13. Ensures availability of documents for review by federal agencies, initiate corrective actions for failure to comply with CFR Part 1500, the Airport Security Program, and other security directives.
  14. Responds to Airport emergencies and performs security-related activities as outlined in the Airport’s Emergency Plan.
  15. Responds to after-hours emergencies as necessary.
  16. Responsible for parking lot and ground transportation security and compliance.
  17. Manages security related contracts and contractors.
  18. Works with others in a team-oriented environment and individually as needed.
  19. Fulfill the Airport’s Mission and Vision Values.
  20. Carries Airport, laptop/tablet, cell phone, and radio.
  21. Returns to the Airport within 45 minutes to perform assigned duties unless prior arrangements made with supervisor.

 

Equipment Operations:

  1. Operate in a competent, safe manner a variety of vehicles and equipment required to perform duties including, but not limited to firearms, automobile, backhoe, pickup/utility truck, dump truck, sweeper, chain/trimming saws, snow removal equipment, miscellaneous power and hand tools, grader, weed eaters, lawn edger’s, loader, riding and manual lawn mowers.
  2. Occasional operating of large fire truck and apparatus, including the ability to climb on top of and into vehicle for duties related to Aircraft Rescue and Firefighting (ARFF).
  3. Demonstrates good situational awareness while coordinating all communication on the airfield between the Air Traffic Control Tower (ATCT), mutual aid and contractors, while keeping safety top of mind.
  4. All other work as required.

 

Qualifications

Mandatory Requirements:

Education and experience equivalent to a Bachelor’s degree with a minimum of 2-years of full-time airport security experience, two of which include supervisory responsibilities.
 

Background Check: Employment with the Airport is contingent upon an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration.
 

Special Requirements/Licenses:

           

  1. Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  2. Knowledge of 49 CFR Parts 1500 et al, Civil Aviation Security Rules, local, state, and federal laws, regulation.
  3. Knowledge of federal, state, and City rules and regulations governing airport security.
  4. Must pass the ARFF/HAZWOPER medical/physical

            Licenses/Certifications:

  1. Must possess a valid Colorado driver’s license.
  2. Airport Security Coordinator (ASC) Designation
  3. AAAE: ACE Security Certification desirable.

 

SUPERVISION RECEIVED:

Work is performed often without direct supervision.

 

SUPERVISORY RESPONSIBILITIES:

Employee will give direction, guidance and training in operational procedures to other employees.

TOOLS AND EQUIPMENT USED:

  1. Requires daily use of personal computer, including Microsoft Office Suite, Internet, and software programs; calculator, telephone, scanner, copy machine.
  2. This position requires use of Airport vehicles, including snow removal equipment and firetrucks.
