FOR THE GS-0413 - ALL applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Degree: in one of the basic animal sciences or physiology; or a related discipline or field of science that included at least 24 semester hours in the basic animal sciences, of which 10 semester hours were in animal physiology. In order to verify that you meet the positive education qualifications for this position, you must submit a complete copy of your transcripts. Failure to submit this information may result in an ineligible rating.
Evaluation of Education: Courses such as anatomy; cytology; invertebrate and vertebrate zoology; embryology; entomology; animal, dairy, and poultry husbandry; nutrition; genetics; and physiology may be used to meet the 24-semester-hour requirement in the basic animal sciences.
Courses in physiology, animal or human physiology, cellular physiology, or courses that were well oriented toward animal or human physiology, e.g., some advanced courses in biochemistry, are qualifying as animal physiology courses. Courses in related fields such as cytology and microbiology (including microbial physiology) may also be qualifying, provided the course work dealt directly with the application of scientific principles underlying animal physiology, or with the methodology and techniques applied in animal physiology work.(Transcripts and Certification must be attached; failure to possess this factor WILL result in an ineligible rating.)
POSITIVE EDUCATION REQUIREMENTS: This position has a Positive Education Requirement. FOR the GS-14 - In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Writing/editing technical and scientific research information products to publish articles, reports, and presentations in scientific journals and meetings;
  • Leading research programs and guiding members of research teams to deliver products within scheduled/set time and within budget, (i.e., planning, managing projects to meet technical, cost, and schedule requirements);
  • Coordinating project workload needs, funding constraints, scheduling, and timely development of research products;
  • Carrying out aspects of the research: reviews the scientific literature, identifies pertinent variables, develops the research plan, submits and obtain research funding via competitive grant proposals, collects or oversees the collection of the data, analyzes and interprets the results, and published scientific reports and peer-reviewed papers; AND
  • Developing research programs singly or in association with other researchers to conduct basic research, applied research, and/or device test and evaluation

FOR the GS-13 - In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Writing and delivering research proposals, research protocols, technical reports, presentations, and/or publications addressing, as well as researching and collecting background and historical information;
  • Utilizing creative application of scientific methods to the design and execution of experiments, particularly those in physiology and/or cognitive psychology that contribute to the fulfillment of program objectives;
  • Identifying research topics and capability gaps pertinent to a specific communities, (e.g., diving and submarine), researching - collecting background and historical information specific to topical areas; AND
  • Developing and evaluating appropriate methodologies, writing standard operating procedures to perform appropriate methodologies, and performing quality assurance checks to ensure that methodologies are followed consistently

Responsibilities:

  • You will research physiology and/or psychology specializing in and identifying research topics and capability gaps pertinent to the diving and submarine communities.
  • You will be responsible to both independently and jointly develop complete research programs with other researchers.
  • You will coordinate projects and other research with Naval and other military activities, including the U.S. Coast Guard, and other federal and civilian collaborators, and contractors.
  • You will develop and evaluate appropriate methodologies, write standard operating procedures to perform appropriate methodologies, and performs quality assurance checks to ensure that methodologies are followed consistently.
  • You will design, fabricate, and test specialized research equipment as applicable.
  • You will author scientific articles, publications, technical reports, briefs, and other works for both the scientific and lay communities, including fleet and technical commands and at international conferences.
