Job description

Distinguishing Features of Work

This is a professionalAirport Operations position which exercises a high level of discretion and judgment regarding a wide variety of duties both independently and supervised for all Airport Operations. The position exercises considerable confidential and independent decision making in response to difficult situations involving airside, landside and terminal operations. The Airport Operations Manager provides work assignments, instructions, and evaluations through observations, reports, inspections, and discussion. The primary mission of the position is compliance with Title 14, Code of Federal Regulations (CFR), Part 139– Certification of Airports, and the Airport Certification Manual.
Starting Salary Range: $22.25 - $24.56 depending on experience and qualifications

The day and hours for this position: Monday-Friday, FIRST 2 WEEKS, 10 Hour shifts of 4 days AFTERWARDS
Relocation expenses will not be provided

Examples of Work Performed

  • Performs day-time and night-time safety and security inspections and documents discrepancies.
  • Conducts security patrols, issuing security challenges and conducting vehicle security inspections.
  • Responds to aircraft and other airport emergencies.
  • Operates a vehicle on the airfield and in other airport movement areas.
  • Communicates with the Federal Aviation Administration (FAA) - Air Traffic Control Tower (ATCT).
  • Performs wildlife hazard management through habitat modification, hazing, and lethal reinforcement.
  • Responsible for the development and implementation of Airport Standard Operating Procedures, administrative regulations, policies, and training programs.
  • Coordinates snow and ice procedures, including condition assessments, electronic runway friction measurement, condition reporting, and planning and coordinating runway and taxiway openings and closures with the ATCT and Airfield Maintenance.
  • Plans, initiates and coordinates runway and taxiway closures during emergencies, routine maintenance and construction projects.
  • Prepares and disseminates information concerning critical airfield conditions and hazards to the national airspace system via Notice-to-Airmen (NOTAM), and to airlines, tenants, operators, the ATCT and other airport divisions.
  • Monitors airport maintenance and construction activity to insure safe operations and compliance with safety plans
  • Prepares and distributes written and electronic reports as required.
  • Attends pre-construction and construction safety meetings.
  • Assists with updating and maintaining Airport Operations databases, records and files.
  • Communicates with tenants, operators, airlines, the ATCT and other airport divisions regarding routine matters and special projects.
  • Conducts movement area driver training, Air Operations Area (AOA) training and initial and re-current movement area evaluation and certification checks.
  • Completion of work assignments requires operation of various vehicles - pick-up truck, bus and step truck - often on off-road, unimproved surfaces.

  • Ability to remain calm and effective under stressful conditions
  • Ability to walk on improved or unimproved surfaces up to one mile several times daily
  • Ability to climb up and down stairs, ladders and other inclined surfaces
  • Ability to occasionally bend and kneel
  • Ability to lift and carry up to 25 lbs. frequently, and 100 lbs. occasionally
  • Far vision sufficient to determine condition of internal and external facilities and equipment during normal, emergency and adverse weather conditions
  • Ability to distinguish colors and brightness accurately under day or night conditions
  • Ability to work under sound conditions of up to 100 decibels with appropriate ear protection
  • Ability to tolerate working conditions that may include jet engine fumes, odors, and exhaust
  • Ability to work outdoors during inclement weather
  • Ability and willingness to work any shift, holidays and mandatory overtime during times of critical need
  • Ability to be on-call up to 24 hours per day
  • Ability to pass a federal security background investigation to acquire and maintain DHS/Transportation Security Administration (TSA) mandated airport security identification and access control media
  • Ability to pass AOA Movement Area Driver and Wildlife Hazard Management training as required by FAA regulations
  • Ability to pass Airport Security Access training as required by TSA regulations
  • Ability to develop and maintain effective working relationships with associates, representatives of other organizations and the public
  • Ability to acquire and maintain a valid Kansas driver's license within 60 days of employment
  • An employee shall not pose a direct threat to the health and/or safety of other individuals in the work place

Required Experience and Training

  • Requires an associate degree or higher
  • One year of experience or internship in Airport Operations or administration at a public use airport
  • Must have a valid Kansas driver's license within 60 days of employment
  • An Airport Certified Employee (ACE) in Operations, and/or a private pilot certificate are preferred.
  • Must be legally authorized to work in the United States without the need of a sponsorship.
  • Must pass a ten-year background investigation, including employment, driver's license, security threat assessment and criminal history.
Offers of employment are also contingent upon passing a physical examination, which includes drug screening.
Starting pay for current City employees will be determined by City of Wichita policy or applicable bargaining unit agreement.

CITY OF WICHITA
FULL-TIME EMPLOYEE BENEFITS
1. VACATION - Most employees with less than five years employment earn 10 days of vacation per year. After five years, accrual rates increase at varying rates to varying maximums, depending on work schedule and/or union representation. Employees can accumulate and carry forward up to 240 hours each year.
2. HOLIDAYS - There are eleven paid holidays. Employees also receive one Personal Holiday that is granted after the first six months of employment.
3. SICK LEAVE - Sick leave accrual begins at one-half day per month. After five years, sick leave accruals are one work day per month. Employees can accumulate and carry forward all unused sick leave each year. Employees who use 24 hours (3 days) or less of sick leave in a calendar year earn a "Well Day." An additional "Well Day" can be earned following a year of perfect attendance.
4. HEALTH INSURANCE – UMR / United Healthcare provides two levels of medical and prescription drug plans. Both medical plan are PPOs and do not require selecting a physician or referrals for specialty care. Both medical plans include Teladoc virtual care (primary care/mental health benefits at no charge), Dario healthy living programs, and VSP Vision benefits. Pre-tax premium deductions are offered. The City contributes 80% of the premium cost towards medical, prescription drug and vision insurance.
5. DENTAL INSURANCE - Two Delta Dental plans are offered – Preferred and Traditional. The Delta Preferred plan requires using a dentist from a smaller network for a lower premium. The Delta Traditional plan allows use of any dentist, although benefits are higher using a dentist from the large Delta network. Benefits under both plans are the same (with the exception of some Orthodontic benefits) Pre-tax premium deductions are offered.
6.LIFE INSURANCE – Low-cost voluntary term life insurance is available. Employees pay one-third of the cost. The amount of Basic Life coverage is two times annual pay up to a determined maximum amount. Dependent coverage is available at $20,000 spouse / $10,000 child(ren) for an additional $0.14 per pay period. Accidental death and dismemberment coverage is included. The plan is through MetLife.
7.SUPPLEMENTAL LIFE – Additional voluntary employee-paid term life insurance is available from MetLife at low group rates. Participation in Basic Life is required. The Life Insurance plans are portable.
8. LONG-TERM DISABILITY INSURANCE– The voluntary employee-paid group disability plan from MetLife provides 60% of pre-disability income for injury or health related disabilities. Premiums are determined by income and age.
9.VOLUNTARY ACCIDENTAL DEATH & DISMEMBERMENT – Voluntary employee-paid AD&D from MetLife offers coverage for accidental death and dismemberment.
10.RETIREMENT - The City offers two retirement plans - Wichita Employees (WER) Plan 3, and Commissioned Police & Fire Plan C-79. The WER plan is a defined contribution plan; Police & Fire is a defined benefit plan. Both are contributory - employees and the City share the cost.
11.FLEXIBLE SPENDING ACCOUNTS – Employees may elect to make FSA pre-tax deductions for dependent care and/or unreimbursed medical expenses, reducing the cost of these expenses by eliminating taxes on the amount deducted.
12. LONG-TERM CARE INSURANCE – This plan from UNUM offers facility and home care benefits for employees, spouses, and some other family members. Several options for benefit amount and duration, and specific plan features, are available.
