Job description

Under the direction of the FBO Supervisor, performs technical, financial and hands-on duties in the operation of the Fixed Base Operation (FBO) and performs various duties related to operations and airport safety at the Dubuque Regional Airport; and performs other duties as assigned.

DISTINGUISHING FEATURES OF THE CLASS: The employee in this class is responsible for the supervision of Line Service employees and planning, implementing, and evaluating line service activities to meet the profit-driven and customer-satisfaction-focused needs of the aviation community at the Dubuque Regional Airport's FBO, the Dubuque Jet Center. Work is performed under the general supervision of the FBO Supervisor and is reviewed through results achieved and through conferences and discussions.

  • Establishes safety practices for fueling and hangaring of aircraft;
  • Develops plans to eliminate safety deficiencies;
  • Assists in determining pricing to optimize profitability;
  • Oversees and performs fuel quality assurance and inspection procedures and related record keeping;
  • Develops, implements, and maintains a comprehensive training program;
  • Monitors compliance with airline fueling procedures;
  • Maintains up-to-date training and safety documents;
  • Works with tenants to ensure compliance with federal, state, and local regulations;
  • Maintains statistical and financial information
  • Monitors, prepares and prioritizes work orders related to the repair and maintenance of FBO equipment and facilities.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Public Safety and Security - Knowledge of Federal Aviation Regulation Part 139; occupational hazards and accident and loss prevention practices related to airport operations; relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
  • Aircraft/Airport Operations and Maintenance - Knowledge of federal, state, and local rules and regulations affecting Fixed Base Operations, invoicing; record keeping, expense reports, and operating statements.
  • Air Transportation - Knowledge of fuel quality assurance practices as detailed in Air Transportation Association of America Specification 103, Transportation Security Administration Part 1542; principles and methods for moving people or goods by air, including the relative costs and benefits.
  • Customer Service - Knowledge of principles and processes for providing customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Education and Training - Knowledge of principles and methods for training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Communications - Ability to communicate effectively, both verbally and in writing.
  • Computers and Electronics - Knowledge of financial data processing, electronic equipment, and computer software, including applications and programming.
  • Administration and Management - Knowledge of business and management principles involved in financial data processing, inventory management, strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources as they apply to Fixed Based and airport operations, maintenance, security and public safety. Ability to plan, organize, supervise and evaluate employees.
  • Decision-Making - Ability to make decisions recognizing established practices and use resourcefulness and tact in solving problems.

MINIMUM QUALIFICATIONS:

  • Experience in supervising or management; and
  • Customer service experience; and
  • A degree from an accredited college or university with major course work in aviation management, business administration or a related field; or
  • Any equivalent combination of experience and training.
  • Possession of, or ability to obtain and maintain, a valid state Driver's License.

PREFERRED QUALIFICATIONS:

  • Experience in airport or Fixed Base Operations management.
  • Bachelor's degree in aviation management, business administration or a related field.

Supervisory Status: Administrative


WORKING CONDITIONS: Work requires heavy lifting up to 75 pounds on occasion.


FLSA STATUS: Non-exempt

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within thirty (30) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
