The Air Quality Program (AQP)within the Department of Ecology is looking to fill an Air Quality Planner (Environmental Planner 3) (In-Training)position. This position is located in our Headquarters Office inLacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As the Air Quality Planner in the Rules and Planning Unit, you will project manage and engage with Air Quality rulemaking in order to comply with state and federal requirements to directly minimize health impacts. Additionally, you will be analyzing and developing State Implementation Plans to ensure Washington’s compliance with the federal Clean Air Act. This is an exciting opportunity for a critical thinker with a passion for the environment and project management to join this dynamic team.
Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Planner (EP) field and achieve the goal class of an EP3. Candidates will be considered at the EP2 and EP3 levels, depending on qualifications. For salary levels for each, please see the qualifications section.

Duties
As the Air Quality Planner, you will be serving as a project manager, orchestrating the development of rules and plans to protect public health and the environment. You’ll lead and coordinate the work of a team, which may include engineers, toxicologists, emissions inventory specialists, modelers, and Air Quality outreach specialists. You’ll work with the U.S. Environmental Protection Agency (EPA), local air agencies, Tribes, community groups, and industries to develop effective rules and plans to reduce air pollution in Washington State.
What you will do:
- Coordinate the development and implementation of rulemaking and policy related to all aspects of air pollution regulations.
- Prepare rulemaking documents, including rule development plans, environmental checklists, implementation plans, technical reports, and Air Quality administrative regulations.
- Research and analyze policy and technical issues related to rulemaking to ensure rules are properly developed and effective.
- Coordinate the analyses and development of submittal packages for State Implementation Plans (SIP) to ensure Washington’s compliance with the federal Clean Air Act.
- Consult with various internal and external groups, such as the Environmental Protection Agency (EPA) and local clean air agencies, to develop recommendations for SIP submittal.
- Work with communications and outreach staff to implement communications plans, outreach strategies and tools, and websites for rulemaking and SIP submittal projects to ensure that the Air Quality Program develops policy with public knowledge, participation, and consideration.
- Develop policies, reports, and other informational materials for management, stakeholders, or the public that evaluate air pollution control and prevention strategies. Provide input on or draft legislative reports.
Qualifications
This is an In-Training Position. The goal class for this position is Environmental Planner 3 (EP3). We will consider applicants who meet the requirements for the Environmental Planner 2 and Environmental Planner 3 levels. If the finalist meets the requirements for the EP2 level, they will be hired in at that level and placed into a training program to become an EP3 within a specified period of time.
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
At the Environmental Planner 2 level: Salary Range 52 ($4,497-$6,046 monthly) (in-training)
Option 1:
- A Bachelor's degree with major emphasis in environmental science and/or policy; other areas of science and/or policy; project or program management; economics, finance, or business; or other subjects or areas applicable to auctions, and/or markets, or closely allied fields.
- Three years of professional experience in land use, urban, regional, environmental, natural resource, or public policy planning, environmental permitting, Air Quality monitoring, engineering, and/or program development.
Option 2:
- A Master's degree or above with major emphasis in environmental science and/or policy; other areas of science and/or policy; project or program management; economics, finance, or business; or other subjects or areas applicable to auctions, and/or markets, or closely allied fields.
- One year of professional experience in land use, urban, regional, environmental, natural resource, or public policy planning, environmental permitting, Air Quality monitoring, engineering, and/or program development.
Option 3:
One year of experience as an Environmental Planner 1, at the Department of Ecology.
At the Environmental Planner 3 level: Salary Range 59 ($5,341-$7,184 monthly) Goal Class
Option 1:
- A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related scientific field.
- Four years of professional experience in land use, urban, regional, environmental, natural resource, or public policy planning, environmental permitting, Air Quality monitoring, engineering, and/or program development.
Option 2:
- A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related scientific field.
- Two years of professional experience in land use, urban, regional, environmental, natural resource, or public policy planning, environmental permitting, Air Quality monitoring, engineering, and/or program development.
Option 3:
One year of experience as an Environmental Planner 2, at the Department of Ecology.
