THE POSITION

The Commonwealth's Office of Administration is seeking a driven professional to serve as the AI Policy and Program Lead within our growing Emerging Technology team. The Emerging Technology team is focused on finding innovative solutions to deliver the best services possible to Pennsylvanians. DESCRIPTION OF WORK
As an AI Policy and Program Lead, it is possible that aspects of your wok will vary, as this is an evolving area of technology. Many workstreams will have enterprise-wide implications, however, there will also be opportunities to support specific teams within the context of their job function. Effective communication is essential in this position as you will be coordinating with senior leadership, agency leadership, project managers, and other stakeholders to ensure AI procurement related decisions are made in an informed, strategic, fiscally responsible manner. You will have the opportunity to research AI policy actions taken by governments, organizations, and key stakeholders to identify potential policy conflicts, include in summary reports, and identify opportunities within the Commonwealth. Additional responsibilities include, but are not limited to:
  • Developing AI best practices and guidelines
  • Creating AI policies, directives, or other related documentation
  • Evaluating AI knowledge gaps and needs throughout the Commonwealth and supporting the strategic plan and implementation of AI resources and trainings
  • Developing statements of work and supporting documents for Requests for Information, Quotation, and Proposal, and Invitations for Bid with potential suppliers
  • Obtaining and analyzing AI vendor performance and delivery data to ensure quality, consistency, and fairness to inform vendor selection
  • Providing business case recommendations as it relates to AI
  • Creating detailed project plans, timelines, and critical date benchmarks to ensure the timely execution of business needs

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday.
  • Telework: You may have the opportunity to work from home (telework) full-time. You will be required to attend on-site headquarter meetings as requested. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
  • Six (6) years of progressively responsible experience in IT resource management consulting, policy analysis, or project management, which included one (1) year in a supervisory or managerial capacity and one (1) year performing agency-wide business process engineering work, and a bachelor's degree in Public or Business Administration, Policy Analysis and Planning, or a related field, which included or was supplemented by 6 college level credits in Information Technology; or
  • An equivalent combination of experience and training.

Additional Requirements:
  • You must possess experience with Artificial Intelligence (AI) and Data Science solutions, including Machine Learnings (ML) or Nature Language Processing (NLP) tools, generative technologies, model development, data engineering, or strategic data planning.
  • You must be able to perform essential job functions.
    • Communicates and collaborates effectively, oral and written.
    • Leads, manages and motivates personnel.
    • Builds productive relationships with technical and non-technical users.
    • Solves problems; reconciles competing and conflicting priorities and interests.
    • Manages large, complex projects.
    • Defines, documents, validates, and executes business use cases.
    • Travels as needed, including overnight status.
    • Tracks and manages metrics to document continual service improvement.
    • Ensues compliance with IT policies and management directives.

Preferred Qualifications (not required):
  • Masters degree in data science, computer science, or similar technical fields.
