The Executive Office of Elder Affairs (EOEA) seeks a dynamic, mission-driven individual to join their team as the Aging Services Workforce Training Manager. To be successful in this position, you must bring previous program management experience and be an exceptional communicator, as you will be charged with conveying and articulating information to EOEA managers, senior staff, and providers. You will lead and support projects that enhance the skills and capabilities of the in-home workforce serving EOEA clients.
As an EOEA Home Care Unit member, you will engage in programmatic activities, communicate frequently with stakeholders, and collaborate across Health and Human Services agencies. Reporting to the Senior Director of Operations and Policy for Home Care, you will support critical aspects of the agency's mission by ensuring advanced training initiatives address needs related to EOEA contractor staffing.
Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Collaborate with Aging Services Access Points (ASAPs) and other partners in the Aging Services network to ensure that money budgeted towards in-person advanced skills training is expended in a way that is accessible to as many interested workers as possible.
  • Partner with contracted staff to translate the existing PHCAST interactive online course curriculum into multiple languages.
  • Integrate online courses with a registration or learning management system to manage the documentation, delivery, tracking, and reporting for those who complete the course(s).
  • Support the development and release of the ASAP-contracted Provider job board.
  • Support diversity, equity, and inclusion within EOEA advanced training project initiatives for EOEA contractors.
  • Support LGBT + Aging online training development for accessibility and translation into multiple languages.
  • Manage training for service providers relating to the needs of LGBT older adults and their caregivers.
  • Coordinate advanced skills training, including supporting clients with dementia, substance misuse disorder, and other health issues.
  • Administer any direct grant programs designed to help workers upskill and move up the career ladder.
  • Collect and analyze data regarding advanced training results and effectiveness.
  • Develop project plans, reports, and other tools to develop, support, and report on project milestones.
  • Support the coordination, monitoring, and development of initiatives related to implementing, operating, and overall management of the advanced skills training for workforce-related positions at EOEA contracted and funded providers.
  • Lead in data collection and reporting specific to advance training workforce contracts.
  • Support and advise the Senior Director of Operations and Policy for Home Care and the Director of Home Care in workforce needs and development initiatives.
  • Other duties, as assigned.

Preferred Qualifications :
  • Bachelor's Degree preferred.
  • Knowledge of health and home care industry preferred.
  • Knowledge of workforce issues, adult learning, and learning management systems desired.
  • Experience with project management.
  • Computer proficiency, especially Word, Excel, and PowerPoint
  • Ability to exercise discretion in handling confidential information.
  • Proficient writing, interpersonal, and communication skills.
  • Ability to interact tactfully and effectively with others in the agency, in the ASAP network, with key stakeholders and training partners.
  • Strong situational assessment and problem-solving skills.
  • Ability to identify problems as they arise and recommend appropriate response.
  • Ability to engage with a variety of staff working on this program and proactively check in with supervisor to communicate progress, ask clarifying questions, and align on next steps.
  • Ability to bring enthusiasm, initiative, and dedication to a variety of tasks and projects - being a true team player.

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
