The Aging Care Management Supervisor 2 position is a Quality Assurance (QA) supervisory position that monitors all Care Management programs and acts as back up supervisor to the protective services unit in a moderate sized county Area Agency on Aging program.
SUPERVISION RECEIVED
This position reports directly to the Program Administrator.
SUPERVISION EXERCISED
This position is back up for supervision of staff in the Older Adults Protective Services function of the Area Agency on Aging including Aging Care Managers and Case Aides.
ESSENTIAL DUTIES OF THE POSITION
QA for Area Agency on Aging Programs. Monthly random sampling to ensure programs are meeting compliance with state guidelines and regulations.
Adequate knowledge of all Area Agency on Aging programs.
Develops written procedures guidelines for unit operation.
Performs on-site monitoring of assigned provider of service contracts.
Gathers, processes, and disseminates information from Agency administrative and unit staff.
Assigns investigations and cases as needed.
Supervises flow of work.
Is available for staff for ongoing consultation as well as regularly scheduled supervisory conferences and staffings as needed.
Reviews and signs off on investigations completed by the older Adults Protective Services staff as required by Commonwealth standards as needed.
Attains and maintains certification as an Older Adult Protective Services worker as designated by the Commonwealth.
Intervenes directly in cases when necessary to ensure appropriate service to older adults.
Represents unit concerns at supervisory and administrative level.
Approves time certifications and expense reports, completes Performance Evaluation Reports, approves or disapproves leave, and administers disciplines as necessary.
Functions as a back up to Protective Services care managers and provides direct service in the absence of the workers.
Assists staff in the performance of their duties and, in select situations, intervenes with consumers and the community.
Trains new staff and oversees the training of new unit staff and college students assigned to the Agency for field placement when needed.
Schedules, develops, and presents in-service training for staff as necessary.
Contacts other agencies and segments of the community and interprets the Assessment Programs and service.
Assists in planning to meet community needs.
Must be available to cover on-call hours when required.
Acts as Protective Services Supervisor On-Call as part of the staff rotation.
Maintains confidentiality at all times.
Performs related work as required.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE - Four (4) years of experience in public or private social work and a Bachelor's Degree; OR
Any equivalent combination of experience and training including successful completion of 12 semester hours of college level courses in sociology, social welfare, psychology, gerontology, or other related social sciences.
Employee assigned to this title will be required to possess and maintain a valid and current motor vehicle operator's license. Must have an acceptable driving record. Personal vehicle required for County business, employee is eligible for mileage reimbursement.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of casework principles and methods.
Knowledge of current social, economic and health problems, and community resources as related to older adults.
Knowledge of individual and group behavior and ways of working effectively with older adults who have social, economic, emotional and/or health problems.
Knowledge of the basic principles and methods of program interpretation and community organization.
Knowledge of basic principles and practices of supervision.
Skill in the development of plans to address the needs of vulnerable older adults.
Ability to work effectively with older adults and to aid them to grow in the constructive use of their potential in adjusting to their specific problems.
Ability to evaluate work of subordinates and to provide technical assistance and guidance.
Ability to orient and instruct subordinates on procedures, techniques, laws and regulations.
Ability to establish and maintain effective working relationships with clients, other members of the staff, outside agencies and institutions, and the general public.
Ability to clearly express ideas orally and in writing.
Ability to read, write, speak, understand and communicate in English to perform the duties of this position.
TOOLS AND EQUIPMENT
Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear.
The employee must occasionally lift and/or move up to twenty-five (25) pounds.
