Summary:
The Agency Safety Representative Level 2 (ASR-2) serves as a safety leader for organization. Objectives include measuring yearly safety goals, maintaining safety related records, tracking key Fleet safety metrics, communicating best practices, and driving continuous improvement in all areas of safety for the organizations especially as it relates to improving driver safety and reducing crashes. The ASR-2 will also complete accident reporting (to include after-hours point of contact [when applicable]), accident investigation and provide immediate coaching and corrective actions. The ASR-2 serves as back-up / support to the ASR-3 and ASR-4, and/or Corporate Fleet Services Coordinator (FSC).
Essential Duties & Responsibilities:
General Safety:
  • Responsible to execute established safety strategy for the organizations to meet van line and company standards
  • Provides leadership, guidance and program development to the organizations' employees and Van Operators (VO) in the interpretation and application of safety practices as they pertain to transportation and workplace safety
  • Provides onboarding for the organizations VOs, both contract/contingent and employee.
  • Provides safety leadership for the organizations' employees and VOs, including measurement, analysis, and development of goals and objectives, and the strategies and tactics to meet them
  • Participates actively in BU safety calls and meetings and worker engagement priority programs
  • Conducts regularly scheduled safety and training meetings with content developed by the Safety Department with organizations employees and VOs, drives compliance with key safety programs and other trainings aimed at focused risk reduction.
  • Participates in safety related goal setting, track and communicate progress toward goals
  • Administers the organizations' reward and recognition program as well as the corrective action programs

Transportation Safety and Accident Investigation:
  • Monitors and maintains VO qualification files and supportive renewal documents (i.e., Annual Certifications of Violations, CDLs / Licenses, Physicals, etc.).
  • Monitors and maintains equipment files for all rolling stock and supportive renewal documents (i.e., Registrations, Vehicle Inspections, etc.).
  • Monitors overall safety performance of all van operators and equipment. Administers established controls to detect violation of company regulations by van operators and to observe condition of vehicles and equipment. Communicates findings with all organization business units (as applicable).
  • Primary point of contact for the organizations accidents, injuries and property damages (to include after-hours point of contact [when applicable]). Conducts vehicle accident investigations and ensures compliance with the Department of Transportation regulations, to include accident prevention programs and the preparation of required reports and record keeping.
  • Monitors and maintains FMCSA Hours of Service compliance, including the proper set-up, training and usage of Electronic Logging Devices (ELDs) for the organizations' VOs.
  • Investigates and develops action plans to mitigate future reoccurrences of local, state and federal non-compliance (i.e., moving violations / citations, roadside inspection violations, etc.) involving the organizations' employees and VOs.

Workplace Safety:
  • Monitors and maintains organizations' compliance in alignment with local, state and federal Occupational Safety and Health Administration (OSHA) rules, regulations and requirements, as well as company standards.
  • Manages occupational exposure processes to include risk and exposure assessments, manages established exposure monitoring plan and associated exposure controls; observe employees at work to determine compliance with safety precautions and safety equipment used. Communicates observations with non-TSG business units (as applicable).
  • Inspects work environment, machinery, and equipment in establishment and other for conformance with governmental standards according to procedure in response to complaint or accident.

Travel:
Travel will be required at times, between 5-10%

Education & Experience:
Associate degree (A.A.) from two-year college or university preferred; Minimum 3 years related experience and/or training; or equivalent combination of education and experience.

Noise level in the work environment is usually moderate
Physical Activity Level:
The employee must occasionally lift and/or move up to 10 pounds.
While performing the duties of this Job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear.
The employee is occasionally required to reach with hands and arms.
Manual dexterity sufficient to reach/handle items, works with the fingers, and perceives attributes of objects and materials.
Specific vision abilities required by this job include close vision and ability to adjust focus.
