SALARY:  The salary range for this position is $67,241.07 to $116,745.30 for Schedule A, and $67,241.07 to $110,908.04 for Schedule B.  For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to August 29, 2015, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after August 29, 2015, are considered Schedule B.

JOB DESCRIPTION: The Bergen Vicinage is seeking a versatile and proactive individual with excellent finance, accounting, and cash management skills to supervise the central fee office of the finance division. Under the general direction of the Court Executive 2b (Finance Division Manager) or designee, the selected candidate will perform professional administrative and cash management functions for court-held funds and revenues and supervise the diverse work activities of a team composed of support personnel.
 
The Administrative Supervisor 2 will provide oversight and support to a team responsible for the acceptance, processing, internal controls and system management of all court-ordered payments including bail, child support, probation fines and restitution, civil, special civil part, general equity, law and family division filing fees and other miscellaneous sanctions and fees; develop appropriate goals and standards; monitor work productivity; ensure compliance with internal controls policies procedures and court rules; participate in partnership meetings and committees or work groups related to fee systems or procedures; work with internal and external financial auditors; create accurate and reliable financial forecasts leveraging historical data and current budget to assist in decision-making process; manage budgets, financial forecasting, and resource allocation to ensure optimal financial performance; mentor and coach staff; assess training needs; advise management on personnel issues and unresolved staff or team conflicts; distribute and prioritize work; handle personnel actions such as participation in staff recruitments; make recommendations for pre-disciplinary and disciplinary actions; ensure staff accountability; conduct formal performance evaluations; prepare statistical and financial reports, reconciliations, ledgers, and analysis; review system reports and resolve discrepancies; approve time sheets and leave requests.
 

REMOTE WORKThe Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Qualifications

Graduation from an accredited college or university with a bachelor's degree including or supplemented by 21 credits hours in accounting, business administration, economics, public administration and/or finance.  Twelve of these credit hours must be in accounting and three years of professional experience, one year of which shall have included experience in accounting, auditing, budgeting, cash management and/or financial analysis.
Substitution: Applicants who do not possess the required education, but do possess the required 21 credit hours in accounting, business administration, economics, public administration, and/or finance, including 12 accounting credit hours, may substitute paraprofessional and/or professional experience on a year-for-year basis. A master's degree may be substituted for one year of general experience as indicated above –OR– a CPA designation may be substituted for one year of general experience as indicated above.

Supplemental Information

Driver's License:  Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
Authorization to Work:  US citizenship is not required.  Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
Special Note:  Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.
Residency Law:  In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
