Office of the City Clerk
Total Number of Positions: 1
These positions are open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with the AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) - (BARGAINING UNIT #01, 03, 04, 05). Only employees currently in City job titles in this bargaining unit are eligible to bid.

This position will report to the Deputy Director of the Administration & Finance Division in the office of the City Clerk. This position will act as a personnel officer, administering personnel functions and providing administrative support within the Office of the City Clerk. This position may administer personnel operations and assist with payroll and personnel processing functions and related duties as required.
ESSENTIAL DUTIES

  • Acts as a personnel officer, administering personnel programs and personnel processing operations, maintaining employee personnel records, and interpreting personnel policies and procedures to employees.
  • Works with managers to coordinate the interviewing, hiring, and processing of departmental employees.
  • Assists in the preparation and processing of personnel forms to initiate personnel actions (e.g., appointments, promotions, separations, leaves of absence, accidents, medical and drug screens, other personnel transactions).
  • Assists in the maintenance of timekeeping records and the preparation and processing of payroll.
  • Provides information and responds to employee inquiries regarding benefits, pay, and personnel programs and processes.
  • May assist in providing new employee orientation and coordination of training and staff development activities.
  • Interprets and explains personnel policies and procedures to managers and supervisors.
  • Acts as liaison with other City departments regarding the processing of personnel and payroll actions and the administration of personnel programs.
  • May coordinates work efforts with the Department of Human Resources on matters relating to classification, recruitment, employee selection and hiring procedures, and other areas of personnel administration.
  • Prepares reports regarding overtime, staffing, and personnel activities for management review.
  • Assists in annual budget preparation by providing staffing and payroll cost information, as required.
  • Processes and monitors unit expenditures and maintains related budgetary records (e.g., tuition reimbursements, jury duty checks, purchase of supplies).

Hours: 8:30 a.m. to 4:30 p.m.
Salary: $64,668/Annually

Qualifications
MINIMUM QUALFICATIONS
Ø Graduation from an accredited college or university with a Bachelor's degree in Human Resources Management, Business Administration or a directly related field, plus one year of professional personnel experience or an equivalent combination of education, training and experience.
SELECTION REQUIREMENTS
This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected. The interviewed bidders possessing the qualifications best suited to fulfill the responsibilities of the position will be selected in seniority order according to the collective bargaining agreement.
Preference will be given to external candidates possessing the following :
• Previous experience processing new hires and onboarding.
• Previous work experience with timekeeping systems.
• Previous experience with HRIS Systems such as Oracle, Taleo, PeopleSoft, etc.
• Previous experience in financial operations such as accounts payable/receivable, financial record keeping, invoice processing, bill paying, etc.
• Experience working in government personnel (Local, State, Federal).
• Ability to read, write and speak any language other than English fluently.
