Job Summary:
To lead, direct and supervise in the development, planning, organization, and operations of a medical laboratory. To oversee laboratory testing, procedures, experiments, and analysis for the diagnosis, treatment, and prevention of disease. Responsible for a continuous improvement laboratory environment for the UMHC laboratory system, ambulatory, core and outreach laboratories that maximizes technical resources, enhances service delivery, standardizes systems and effects appropriate cost controls to ensure the organization's competitive position in the marketplace.
Education & Experience
Bachelor's Degree in Biological Science or Related Field, plus a Master's Degree and five (5) years' experience at a senior level management position with proven track record of accomplishments. Experience may not be substituted for education requirement.

Knowledge, Skills & Abilities
Experience with lab information systems across multiple sites and successful consolidation of clinical operations preferred. Familiar with sales and marketing activities related to an independent laboratory setting. Six sigma experience a plus. Outstanding communication skills. Demonstrated leadership qualities as the director of a computerized Clinical Laboratory preferably with a significant outreach or independent laboratory initiative in place.
Responsibilities
  • Supervises and manages all employees of the UMHC laboratory system, core, outreach and clinics and establishes all new laboratories for expansion of University Physicians clinics and UMHC reference laboratories. Supervision of 156 employees of the core laboratory and 41 employees in the laboratory systems at Grant's Ferry, Mirror Lake, Select Hospital, Jackson Medical Mall, Pavilion and 2 laboratories associated with the UP Department of Family Medicine. Supervises the courier services, customer service and phlebotomy services associated with ambulatory clinics and establishing courier, sales and customer service departments for new clients for outreach.
  • Approves and implements all procedures performed in new and existing laboratories ensuring quality Lab Services for all aspects of test performance, which includes pre-analytic, analytic and post-analytic phases of testing. Ensures compliance with all regulatory agencies including Joint Commission, CLIA, CAP, FDA, OSHA. Prepares requests for CLIA and cap certification including proficiency testing programs and coordinates surveys and inspections necessary to remain compliant, meet all local, state and federal guidelines to keep laboratories lawful.
  • Implements and monitors laboratory procedures to remain in compliance with applicable federal and state licensure/certification programs; promotes continuous improvement in safety, environmental, and/or infection prevention practices and methods.
  • Collaborates with medical and technical leadership to develop new laboratory outreach program including visiting with prospective clients, writing contracts and developing logistics to meet goals of new clients. Meets and develops relationships with out-reach clients including billing, information system and computer access, customer service, patient resulting and critical values.
  • Works with medical director and other supervisors to prepare budget, fee schedules for all charge masters, equipment budgets and contracts for IHL. Development and supervision of 16 cost centers with 23+ million dollar budget. Responsible for responding to variance reports and dashboards on monthly basis.
