Marathon TS is looking for an Acquisition Support Specialist to provide project and Defense Acquisition Management support to the execution of the PM DoD Biometrics mission. The contractor shall prepare and revise acquisition documents in accordance with applicable policies and regulations from Federal, DoD, and Army levels to include, but not limited to: DoD 5000, 7000, and 8000 Series; Army Regulations (ARs) 1-1 and 70-1; and Office of Management and Budget (OMB) A-11. The successful candidate needs to possess a working knowledge of the FAR, DoD FAR Supplement (DFARS), and the Army FAR Supplement (AFARS).
The contractor shall support the following Project Management activities across PM DoD Biometrics:
Prepare and assist in the development of policy and procedures for program-level management;
Evaluate the cost-effectiveness of all relevant plans and projects (products) and assess how effectively they meet organizational priorities;
Prepare and assist in the development, staffing, implementation, and maintenance of agreements with external organizations and system owners (e.g., external interfaces);
Prepare and assist in the development of comprehensive plans, programs, special reports (including acquisition documentation), briefing support studies, analysis, and plans;
Review and assess the impact in terms of cost, schedule and/or performance of revised or new policy guidance and regulations;
Assist in the drafting, revising, maintaining, and coordinating of acquisition documentation required by DoD, DA, and OMB;
Ensure consistency across acquisition documentation in the project office;
Schedule, coordinate, and facilitate Integrated Product Teams (IPTs) and Working IPTs (WIPTs) in support of Milestone Decision Reviews or other acquisition related reviews;
Provide communications and meeting management to collect, format, disseminate, store, and dispose of project or product information;
Prepare meeting minutes and review, track, and follow-up all suspense dates for taskers;
Provide input and support the development of weekly reports, quad charts, Quarterly Program Reviews (QPRs), and other project management reports and briefings; and develop responses to external audits such as those conducted by the General Accountability Office (GAO), DoD Inspector General, and the Army Audit Agency.
The contractor shall support the following Defense Acquisition Management activities across PM DoD Biometrics:
Support the development, review, and submission of acquisition reports and documentation, to include, but not be limited to, Smart Charts, acquisition strategies, Simplified Acquisition Management Plans, slides for SPAR reviews, and modernization strategies;
Support the development of briefings and presentations for a variety of audiences, to include Office of the Secretary of Defense (OSD)/HQDA/PEO leadership, program stakeholders, Acquisition decision reviews, S&T workgroups, conferences, IPT meetings, other Services, and the public;
Support the development, review, and submission of contractual documents to support client efforts (e.g., Performance Work Statement, Request for Information, etc.).
Participate in IPTs comprised of diverse Government and industry players; and conduct research and analysis to develop information papers, assessments, briefings (external/internal), and other documentation on acquisition management related issues, as directed by the Government.
Qualifications:
Bachelor's degree and six (6) years of relevant experience. An additional five years of experience may be substituted for a degree.
Strong background in the development of acquisition documentation supporting Army programs.
Expertise based on training and experience equivalent to or meeting Defense Acquisition Workforce Improvement Act Level II for Contracting.
The Acquisition Specialist personnel needs to possess a working knowledge of the FAR, DoD FAR Supplement (DFARS), and the Army FAR Supplement (AFARS).
Experience working procurement actions in a project management office or a contracting specialist in an Army Contracting Center is highly recommended to be successful.
