The Accounting Technician is responsible for maintaining the Port of Everett's accounts payable system in an effective and efficient manner, and for specific assigned accounts receivable, including the Port's property leases.
ESSENTIAL FUNCTIONS
Accounts Payable
- Maintain subsidiary accounting system for accounts payable. Verify payment approvals for all payment vouchers. Match Purchase Orders to invoices and examine account coding for accuracy and completeness.
- Transmit data from subsidiary accounting systems to the general ledger; review data accuracy. Prepare payment checks and electronic payment transfers on a routine and ad hoc basis, and audit vendor accounts for anomalies and errors.
- Run regular and ad hoc reports on accounts payable activity and maintain accounts payable report archives as assigned.
- Answer vendor inquiries. Research and resolve billing and payment issues with vendors and Port staff as necessary.
- Maintain records of lease and property-specific billings by meter/location and billing code. Flag accounts showing unusual activity and bring discrepancies to the attention of appropriate Port managers.
- Prepare the monthly journal entry for posting of Longshore labor and benefit costs. Reconcile information to the associated cash payment.
- Assist in the production of third party "bill backs" (parts, equipment and labor) as assigned.
- Reconcile and record monthly Purchase Card payment activity. Report anomalies and may make recommendations to appropriate management.
- Serve as initial reviewer of expenditures to assure compliance with Port procurement policies and state law.
Accounts Receivable
- Prepare monthly billing invoices for property and terminal leases, temporary use agreements, and miscellaneous receivables; provide customer support.
- Review monthly aged receivables for property leases and miscellaneous receivables, and contact delinquent accounts to attempt collection. Assist in providing appropriate documentation should the account be referred to collection.
- Review property lease files and administer lease adjustments including deposits, and rate increases. Calculate and assess late fees as needed. Send reminders/notices to contractual parties as necessary.
- Reconcile receivables against property payments for lease and misc. accounts; identifies and resolves discrepancies as necessary.
Other Job Duties
- Prepare W-9 forms, 1099 forms, the Gas Tax Report, and the Washington State Unclaimed Property Report (for outstanding checks) on an annual basis.
- Serve as tertiary back-up for reception duties.
- Perform other duties and assist with special projects as assigned.
Requirements
Preferred Work Experience:
- Three (3) years experience related to bookkeeping, accounts payable and/or accounting, and hands-on experience with computerized accounting systems.
Preferred Knowledge, Skills & Abilities:
- Associate's degree in Business Administration or equivalent education.
- Ability to read the English language and comprehend/apply complex instructions, policies and regulations.
- Ability to write routine correspondence, and to communicate effectively with customers and coworkers.
- Mathematical skills sufficient to complete calculations in all units of measure to compute rates, ratios, discounts, interest and percentages.
- Intermediate level user of Microsoft Office's productivity software (Outlook, Excel, Word).
- Ability to learn and effectively use the Port's financial software.
- Possess an understanding of the importance of accounting ethics and safekeeping of sensitive and/or confidential information.
- Effective organizational skills.
- Effective deadline management skills.
- Ability to work independently and as part of a team.
- Valid driver's license, and insurability under the Port of Everett auto insurance plan.
- Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC).

$34.68 - $38.46 per hour
