Our Finance Office, part of our Director's Office, is currently recruiting for an Accounting Administrator to serve as a key advisor to agency leadership in all areas of accounting and financial management systems and strategies.
We are one of the most public facing state agencies and the second largest revenue generating agency in Washington State. We regularly interact with over 6 million Washington residents. We advance public safety and consumer protection through licensing, regulation, and education, and collect approximately $3.4 billion in revenue. Duties
As the Accounting Administrator, you will report to the Chief Financial Officer. You will focus on agency financial initiatives and overseeing day-to-day operations of the Accounting Services Unit. Utilizing your Accounts Payable, Accounts Receivable, and Revenue Accounting experience you will develop and administer all accounting and cash flow functions of the agency. Your responsibilities will include interpreting broad-based statewide Office of Financial Management (OFM) regulations, federal regulations and the development of specific agency-wide policies and procedures on all types of financial accounting services. In this role you will act as the advisor to leadership on all agency accounting matters. The work you do will impact accounting decisions for all funds and appropriations and any other financial activity that may impact the agency's comprehensive annual financial report prepared at the close of each fiscal year.
Some of what you will do:
  • Manage and oversee the Accounting Services Unit, comprised of Accounts Payable, Accounts Receivable, and Revenue Accounting teams.
  • Collaborate with the Chief Financial Officer on the management of all agency revenues and expenditures.
  • Use independent judgment and a firm understanding of law, regulation, professional accounting standards, and the operating environment to formulate agency financial policies.
  • Develop and implement fiscal policy and procedures to assure effective and efficient management and accounting for agency revenues of $6.8 billion biennially to include expenditures and purchases.
  • Develop the agency's accounting policy to ensure compliance with Generally Accepted Accounting Principles (GAAP).
  • Coach, mentor, and develop program leadership and management skills within the Accounting Services Unit.

Qualifications
What you will bring to the position:
  • Six (6) years of experience as an accounting manager or other equivalent accounting experience.
  • 30 quarter hours (20 semesters) of accounting credits.
  • Experience must include the following:
  • Supervising entry level, paraprofessional, professional fiscal staff to include leading, developing, and leveraging managers and staff. This includes experience leading and supporting staff that provide services to teams within a large customer/public service organization.
  • Applying advanced financial principles, GAAP financial accounting and auditing practices.
  • Managing a program/unit budget to include monitoring budgets, tracking expenditures, making recommendations for staffing and equipment for the purpose of accounting unit budget development.
  • Using of Microsoft products including Excel, Word, PowerPoint, Outlook, and Teams to create written documents, charts, graphs, presentation documents and communicate with expert level proficiency.
  • Analyzing, interpreting, and explaining or applying complex or technical accounting information regarding rules, rights, regulations, policies, procedures, programs, or services to answer questions, resolve problems, and make or communicate decisions.
  • Professionally communicating with teams and customers both verbally and in writing. This includes the ability to explain information in a clear and understandable manner.

What may help set you apart:
  • Master's degree in accounting or closely related field.
  • Three years in State service as an accounting manager or equivalent with accounting experience.
  • Ability to:

    • Convey clear, timely, persuasive messages that positively influence the thoughts and actions of others.
    • Develop innovative ideas that provide solutions to all types of workplace challenges.
    • Negotiate with and influence both internal and external customers and entities by utilizing negotiation skills and/or effective oral and written communication skills, while maintaining a recognized level of trust, respect and confidentiality.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
