The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments' financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state, and federal entities.
This Accountant Senior position is critical to agency and the Division of Finance's General Accounting Section with major functionality in the General Ledger and Reconciliation Unit. The duties include:
Adhere to GAAP, State and Federal policies and procedures.
Ensure all accounting and reconciliations are in accordance with VDSS' internal guidelines, CAPP Manual, federal/state regulations and Uniform Guidance 2 CFR Part 200 requirements and transactions are allowable, appropriate, and in agreement with supporting documentation.
Ensure the agency is meeting the highest level of accountability for revenue reconciliation, established reporting requirements, monitoring, and tracking collection activities.
Establish internal controls and procedures to increase accuracy and streamline processing of financial data.
Compile, track and analyze cash, expenditures, and appropriation/allotments preparing analytical reports for management.
Manage error correction reports, assist in running daily Cardinal to Financial Accounting and Analysis System (FAAS) interface and ensure interface error corrections are accurate and complete.
Perform journal analysis/audit review.
Prepare correcting entries as necessary and submit ATAs for processing.
Key transactions utilizing Cardinal General Ledger Module and FAAS
Prepare weekly/monthly general ledger reconciliations and perform internal system fund split analyzes.
Participate in work groups and is instrumental in assisting with system tests as requested.
Provide direct support to the AP and General Accounting Manager and Controller in producing mandated reports and analyses.

Minimum Qualifications

Ability to apply Generally Accepted Accounting Principles
Ability to analyze documents and apply federal, state, and internal policies, while determining and reporting outcomes
Ability to apply accounting theory and principles in analyzing financial data, project analysis of transactions, and resolving accounting problems.
Ability analyzing, compiling, and interpreting financial data.
Ability to train individuals and/or groups of people.
Demonstrated ability to prepare and audit journal/accounting entries and transactions.
Experience with Microsoft Office applications, specifically Excel and Word
Experience with automated accounting/financial systems.
Experience in reconciling revenue and/or general ledger accounts.
Experience working independently preparing financial statements, complex reports, etc.
Demonstrated working knowledge of fund accounting.
Excellent customer service skills to include assisting customers and resolving problems in a fast-paced environment.
Ability to communicate effectively and professionally, orally, and in writing.
Ability to work independently and as a team.
Ability to organize, plan and manage multiple tasks, prioritize workload and work under tight deadlines.
Ability to demonstrate positive outcomes when collaborating and cooperating with teams to achieve agency goals.

Additional Considerations

Experience in Oracle Financials, PeopleSoft, and/or Cardinal.
Experience working in an accounting and/or financial setting/environment.
