Duties
This position is located under the Bureau of Alcohol, Tobacco, Firearms, and Explosives in Washington, District of Columbia.
The primary purpose of this position is to serves as an Accountant in the Accounting Branch, Financial Management Division, Office of Management/CFO.
Responsible for the Bureau's administrative and revenue accounting programs, general and subsidiary ledgers and financialreporting requirements.
Providing expert advice, authoritative policy interpretations, and coordinates the research and preparation for these reports.
Participating in formulating policies, plans, systems and procedures for continually improving the efficiency and effectiveness of the overall Bureau financial management.
Reviewing and preparing the Bureau's Annual CFO Report and audited financial statements.
Responsibilities will increase and assignments will become more complex as your training and experience progresses.

This is a non-bargaining unit position.
MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Qualifications
To qualify for GS-0510- 13, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-12.
Basic Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."ORCombination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the above basic requirements, you must also meet the below specialized experience.
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include:
GS-13 - You qualify if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:
Review and prepare annual reports and audited financial statements; AND
Analyze policies relating to financial matters for the operating and administrative needs of the organization; AND
Utilize financial systems to ensure interpretation and requirement are within compliance.
