Who We Are
Community Action Partnership of Oregon (CAPO) is the State Association for Oregon’s Community Action Network of 17 Community Action Agencies (CAAs) and the Oregon Human Development Corporation (OHDC), a statewide agency serving farm workers. CAPO and its members are part of the national Community Action Network - more than 1,100 local, private, non-profit, and public agencies that work to alleviate and eliminate the causes and conditions of poverty. In addition to its role as an Association, CAPO also runs the HUD Balance of State CoC for housing and homelessness (the ROCC); the Supportive Services for Veterans’ Families program (SSVF) with six subgrantees; and the Oregon Training Institute (OTI), providing training for low-income housing weatherization and energy improvement. We are a growing organization, almost doubling in size over the past year and expanding our programs and support of the Community Action network. Position Details
The CAPO Account Specialist primarily provides support to the SSVF (Supportive Services for Veteran Families) team and may, as needed and available, support the CAPO Finance Manager with other CAPO financial needs. This position reports to the Finance Manager and works closely with the SSVF Program Manager and SSVF’s six subrecipients, all Community Action Agencies.
Starting Salary: Annual $55,000. Full-time, Exempt, Salaried.
- Fully remote, with in-person meetings as needed.
- Must be an Oregon resident.
- Must have a valid Driver’s License and pass a criminal background check.
Benefits:
- Complete medical, dental, and vision insurance plans available. CAPO will cover 100% of Employee coverage and 80% of family coverage.
- Active retirement plan options. Employee can begin contributions immediately upon start. After one (1) year of service, in addition to employee contribution, CAPO contributes 5%.
- Principal Life Insurance: CAPO provides a $50,000 life insurance plan. Employees have an option for additional coverage with a premium charge.
- CAPO offers twelve (12) paid holidays through the year. Eleven (11) recognized holidays and one (1) floating holiday to be used at any point throughout the year.
- Monthly accrual of sick leave and vacation time. Based on years of service as listed below:
0-2 years of service: 8 hours sick and 10 hours of vacation
2-5 years of service: 8 hours sick and 12 hours of vacation
5+ years of service: 8 hours of sick and 14 hours of vacation
Areas of Responsibility
- Collect required documentation from SSVF subrecipients for expenses relevant to program
- Ensure compliance of both internal and subrecipient activity using VA Standards
- Create and maintain relationships with community partners
- Review and approve SSVF Subrecipient reimbursement requests.
- Prepare monthly PMS draw requests for approval.
- Track draws and grant balances.
- Check the general ledger monthly to confirm accuracy of coding and charges.
- Prepare invoices to subrecipients for legal expenses.
- Assist with employee reimbursement requests.
- Other AP/AR responsibilities as assigned by the Finance Manager.
Requirements
- Oregon residency. State-wide travel will occasionally be required.
- Ability to work remotely from a home office, independently, with minimal supervision, and with an exceptional level of honesty, trustworthiness, and integrity.
- Proficiency in tools such as Microsoft Office applications, especially Excel, as well as experience with PMS (Payment Management System) or related software and platforms.
- A great attitude, with the ability to think independently and problem-solve creatively, with a can-do mindset, and the ability to pivot quickly when necessary.
- Excellent communication skills, always with a high degree of professionalism.

Preferred Qualifications
- Understanding of SSVF programs and their requirements.
- Familiarity with Veteran Affairs Fiscal Compliance Rules and Regulations.
- Experience with principles and processes of fund accounting.
- Familiarity with concepts related to OMB Uniform Guidance, including indirect costs, allowability of expenses, documentation requirements, etc.
