Pima County Human Resources is seeking a highly innovative Human Resource professional with the ability to create and facilitate interactive and highly engaging training.
As a Training and Development Officer, you have the opportunity to create and facilitate customized training for the Pima County workforce in alignment with our core values of being Accountable, Respectful, and Ethical. You will be part of a team providing professional development and training to over 7,000 employees within Pima County. We are privileged to serve some of the best employees in Arizona whose titles vary from sergeants, librarians, engineers, administrative professionals, health care professionals, cooks, correctional officers, attorneys, lifeguards, and equipment operators, just to name a few.
This position supports diverse programs such as our New Employee Onboarding and Re-boarding; management and leadership; Diversity, Equity, and Inclusion (DEI); Career Development; and other employee development courses.(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)
Plans, designs, develops, and update/maintain instructor-led training (ILT) courses to include PowerPoint presentations, Articulate Storyline, Adobe, facilitator guides, participant guides, pre/post work activities, and job-aids;
Instructs County employees with Human Resources, IT and/or Safety applications and practices in a classroom or mobile setting using interactive audio-video equipment and software;
Plans, designs, develops, updates/maintains curricula specific to Human Resources, Organizational Development, Employee Development, Career Development and Leadership Development
Plans, designs, develops and updates/maintains online courses to include e-learning courses, micro-learning, and online resources to include ensuring Sharable Content Object Reference Model (SCORM);
Ensures accuracy, completeness, flow, balance and clarity of understanding of curriculum;
Evaluates and recommends new or revised training programs such as computer based Training and interactive training to management;
Monitors individual training performance and provides assistance when necessary;
Creates, schedules and confirms class attendance in a Learning Management System;
Coordinates specialized training with outside vendors or other technical experts;
Participates in evaluations of new/proposed IT, Human Resources or Safety systems, projects and co-leads continuous improvement efforts within scope of responsibility;
Creates surveys and reports for client departments;
Assists in the development and enforcement of client environment configuration and deployment procedures, and practices;
Communicates information to and between client Departments and other relevant resources.
KNOWLEDGE & SKILLS:
Knowledge of:
  • Human Resources best practices, organizational policies, and legal mandates;
  • educational methods and techniques;

  • human resources, organizational development, communications, leadership, employee development, or safety trends and updates;
  • desktop or other operating systems and affiliated software components, services, protocols and technologies, to include desktop applications (e.g., Outlook, Excel, OneNote, Word, PowerPoint, Adobe Forms) and other vendor commercial applications (WebCMS, OnBase) interfaced into client computing and communications environment;
  • security standards relating to IT, human resources and safety and procedures within Pima County;
  • Learning Management Systems (LMS) and Human Resources Information Systems (HRIS);
  • adult learning techniques and theories;
  • operation and maintenance of computer hardware, peripheral devices and audio-video equipment.

Skill in:
  • interpreting legal mandates, organizational policies, and organizational procedures;
  • instructional design for adult learners;
  • distance learning development;
  • Windows-based operating systems and MS Office products;
  • applying and teaching human resources, leadership, communication, and/or safety concepts and processes to groups and individuals, tailoring instructional strategies and learning activities to learner needs in each class;
  • communicating effectively, both orally and in writing with internal and external customers/vendors;
  • operating and maintaining computer hardware, software and audio-video equipment;
  • organizing workload, being proactive and managing a wide variety of customer requests simultaneously with minimal supervision and direction;
  • working in stressful situations and with challenging individuals;
  • writing procedures and work instructions;
  • operating as a member of a team.

A Bachelor's degree from an accredited college, university or technical school with a major in public administration, business administration, human resources, management, Training and Development or a closely related field as defined by the Appointing Authority at the time of recruitment and two years of professional level experience developing or evaluating lesson plans and conducting training in an adult learning environment.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
  1. Experience providing training on HR-related topics such as FMLA, ADA, FLSA, discrimination, harassment, retaliation, recruitment practices, interviewing techniques, progressive discipline, organization policies, etc.
  2. Experience interpreting and applying employment-related federal regulations, state statutes, administrative rules, and internal organizational rules/policies/procedures.
  3. EEOC compliance-related experience such as providing interpretation, coaching, and direction to management and employees.
  4. Experience developing and designing training using e-learning applications and software such as Articulate 360, Powtoons, etc.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Licenses and Certificates: All positions require a valid Arizona Class D driver license at the time of application. Failure to maintain the required licensure shall be grounds for termination.
